                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 18, 2013      TO: Honorable Craig Estes, Chair, Senate Committee on Agriculture, Rural Affairs & Homeland Security      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1432 by Hinojosa (relating to the punishment for violating certain rules or permit terms under a permit to trap, transport, and transplant certain animals.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Parks and Wildlife Code relating to certain violations. The bill would provide that a violation of the reporting requirements for a Trap, Transport and Transplant permit (TTT) would be a Class C Parks and Wildlife misdemeanor, rather than a Class B misdemeanor. The Texas Parks and Wildlife Department (TPWD) indicates that based upon the number of violations of this provision in fiscal year 2012, bill provisions would result in a minimal positive revenue gain to the General Revenue-Dedicated Game, Fish and Water Safety Account No. 9 The bill would take immediate effect if the bill receives two-thirds the vote of the members of both houses.  Otherwise, the bill would take effect September 1, 2013. Local Government Impact No fiscal implication to units of local government is anticipated. The bill would amend the Parks and Wildlife Code relating to certain violations.
