99 relating to economic development incentives for firearms
1010 manufacturers, firearms accessory manufacturers, and ammunition
1111 manufacturers.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter B, Chapter 481, Government Code, is
1414 amended by adding Section 481.0297 to read as follows:
1515 Sec. 481.0297. FIREARMS, FIREARMS ACCESSORY, AND
1616 AMMUNITION MANUFACTURERS. (a) The office shall facilitate the
1717 location, relocation, or expansion to this state, and the retention
1818 in this state, of firearms manufacturers, firearms accessory
1919 manufacturers, and ammunition manufacturers, including by:
2020 (1) identifying domestic and international firearms
2121 manufacturers, firearms accessory manufacturers, and ammunition
2222 manufacturers interested in expanding or relocating to this state;
2323 and
2424 (2) issuing requests for proposals for the location,
2525 relocation, or expansion to this state, and the retention in this
2626 state, of firearms manufacturers, firearms accessory
2727 manufacturers, and ammunition manufacturers.
2828 (b) The office shall promptly:
2929 (1) review each proposal received under this section;
3030 and
3131 (2) identify economic development incentives
3232 available under this subtitle or other laws of this state for which
3333 the proposal may be eligible.
3434 (c) If the office determines a proposal received under this
3535 section is eligible for funding under the Texas Enterprise Fund
3636 established under Section 481.078, the governor may negotiate on
3737 behalf of the state for a grant to be awarded from the fund.
3838 (d) Except as provided by Subsection (c), if the office
3939 determines a proposal is eligible for economic development
4040 incentives under this subtitle or other laws of this state, the
4141 office may negotiate on behalf of the state with respect to the
4242 issuance of those incentives.
4343 (e) Economic development incentives negotiated under this
4444 section must be commensurate with the size and scope of the proposed
4545 projects.
4646 SECTION 2. This Act takes effect immediately if it receives
4747 a vote of two-thirds of all the members elected to each house, as
4848 provided by Section 39, Article III, Texas Constitution. If this
4949 Act does not receive the vote necessary for immediate effect, this
5050 Act takes effect September 1, 2013.
