12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

13 | 13 | | SECTION 1. Subchapter B, Chapter 481, Government Code, is |
---|
14 | 14 | | amended by adding Section 481.0297 to read as follows: |
---|
15 | 15 | | Sec. 481.0297. FIREARMS, FIREARMS ACCESSORY, AND |
---|
16 | 16 | | AMMUNITION MANUFACTURERS. (a) The office shall facilitate the |
---|
17 | 17 | | location, relocation, or expansion to this state, and the retention |
---|
18 | 18 | | in this state, of firearms manufacturers, firearms accessory |
---|
19 | 19 | | manufacturers, and ammunition manufacturers, including by: |
---|
20 | 20 | | (1) identifying domestic and international firearms |
---|
21 | 21 | | manufacturers, firearms accessory manufacturers, and ammunition |
---|
22 | 22 | | manufacturers interested in expanding or relocating to this state; |
---|
23 | 23 | | and |
---|
24 | 24 | | (2) issuing requests for proposals for the location, |
---|
25 | 25 | | relocation, or expansion to this state, and the retention in this |
---|
26 | 26 | | state, of firearms manufacturers, firearms accessory |
---|
27 | 27 | | manufacturers, and ammunition manufacturers. |
---|
28 | 28 | | (b) The office shall promptly: |
---|
29 | 29 | | (1) review each proposal received under this section; |
---|
30 | 30 | | and |
---|
31 | 31 | | (2) identify economic development incentives |
---|
32 | 32 | | available under this subtitle or other laws of this state for which |
---|
33 | 33 | | the proposal may be eligible. |
---|
34 | 34 | | (c) If the office determines a proposal received under this |
---|
35 | 35 | | section is eligible for funding under the Texas Enterprise Fund |
---|
36 | 36 | | established under Section 481.078, the governor may negotiate on |
---|
37 | 37 | | behalf of the state for a grant to be awarded from the fund. |
---|
38 | 38 | | (d) Except as provided by Subsection (c), if the office |
---|
39 | 39 | | determines a proposal is eligible for economic development |
---|
40 | 40 | | incentives under this subtitle or other laws of this state, the |
---|
41 | 41 | | office may negotiate on behalf of the state with respect to the |
---|
42 | 42 | | issuance of those incentives. |
---|
43 | 43 | | (e) Economic development incentives negotiated under this |
---|
44 | 44 | | section must be commensurate with the size and scope of the proposed |
---|
45 | 45 | | projects. |
---|
46 | 46 | | SECTION 2. This Act takes effect immediately if it receives |
---|
47 | 47 | | a vote of two-thirds of all the members elected to each house, as |
---|
48 | 48 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
49 | 49 | | Act does not receive the vote necessary for immediate effect, this |
---|
50 | 50 | | Act takes effect September 1, 2013. |
