7	7	relating to the provision of emergency services in the
8	8	Williamson-Travis Counties Water Control and Improvement District
9	9	No. 1F.
10	10	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	11	SECTION 1. Subtitle I, Title 6, Special District Local Laws
12	12	Code, is amended by adding Chapter 9042 to read as follows:
13	13	CHAPTER 9042. WILLIAMSON-TRAVIS COUNTIES WATER CONTROL AND
14	14	IMPROVEMENT DISTRICT NO. 1F
15	15	Sec. 9042.001. DEFINITION. In this chapter, "district"
16	16	means the Williamson-Travis Counties Water Control and Improvement
17	17	District No. 1F.
18	18	Sec. 9042.002. REMOVAL OF AREA FROM EMERGENCY SERVICES
19	19	DISTRICT. (a) This section applies only to:
20	20	(1) a municipality with a population of less than
21	21	100,000; and
22	22	(2) an emergency services district operating under
23	23	Chapter 775, Health and Safety Code, in which the district is wholly
24	24	or partly located.
25	25	(b) If the district enters into a strategic partnership
26	26	agreement with a municipality under Section 43.0751, Local
27	27	Government Code, that includes the provision of fire-fighting
28	28	services as defined by Section 49.351(k), Water Code, and the
29	29	district has completed all other procedures necessary for a
30	30	limited-purpose annexation by that municipality, an emergency
31	31	services district shall disannex the territory of the district to
32	32	be served by the municipality under the agreement in accordance
33	33	with Subsection (c).
34	34	(c) The territory remains part of the emergency services
35	35	district until the secretary of the emergency services district
36	36	board receives from the district notice that the requirements of
37	37	Subsection (b) have been met. On receipt of the notice, the board
38	38	shall immediately change its records to show that the district
39	39	territory has been disannexed from the emergency services district
40	40	and shall cease to provide further services to the residents of that
41	41	territory.
42	42	(d) Sections 775.022(b), (c), (d), (e), and (f), Health and
43	43	Safety Code, apply to a disannexation under this section, as if the
44	44	disannexation occurred under the provisions of Section 775.022(a),
45	45	Health and Safety Code.
46	46	SECTION 2. (a) The legal notice of the intention to
47	47	introduce this Act, setting forth the general substance of this
48	48	Act, has been published as provided by law, and the notice and a
49	49	copy of this Act have been furnished to all persons, agencies,
50	50	officials, or entities to which they are required to be furnished
51	51	under Section 59, Article XVI, Texas Constitution, and Chapter 313,
52	52	Government Code.
53	53	(b) The governor, one of the required recipients, has
54	54	submitted the notice and Act to the Texas Commission on
55	55	Environmental Quality.
56	56	(c) The Texas Commission on Environmental Quality has filed
57	57	its recommendations relating to this Act with the governor, the
58	58	lieutenant governor, and the speaker of the house of
59	59	representatives within the required time.
60	60	(d) All requirements of the constitution and laws of this
61	61	state and the rules and procedures of the legislature with respect
62	62	to the notice, introduction, and passage of this Act are fulfilled
63	63	and accomplished.
64	64	SECTION 3. This Act takes effect September 1, 2013.
