 A BILL TO BE ENTITLED
 AN ACT
 relating to providing parents with notice of a school district's
 promotion and retention policies.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter B, Chapter 28, Education Code, is
 amended by adding Section 28.0217 to read as follows:
 Sec. 28.0217.  NOTIFICATION OF PROMOTION AND RETENTION
 POLICIES. A school district shall include with the written notice
 required under Section 28.022(a)(2) notice of the district's
 promotion and retention policies. The notice must include:
 (1)  the requirements for student advancement under
 Sections 28.021 and 28.0211; and
 (2)  an explanation of any change made to the district's
 promotion and retention policies since the district's requirements
 for advancement were made public by the start of the school year
 under Section 28.021(d).
 SECTION 2.  This Act applies beginning with the 2013-2014
 school year.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2013.
