 A BILL TO BE ENTITLED
 AN ACT
 relating to requirements for state educator certification
 examinations.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 21.048(a), Education Code, is amended to
 read as follows:
 (a)  The board shall propose rules prescribing comprehensive
 examinations for each class of certificate issued by the board.  The
 rules must:
 (1)  require each educator to perform satisfactorily on
 each section of an examination for an educator to be considered to
 have performed satisfactorily on the examination as a whole; and
 (2)  establish for each examination a rigorous minimum
 score indicating satisfactory performance.
 SECTION 2.  Not later than January 1, 2014, the State Board
 for Educator Certification shall propose rules relating to
 certification examinations as provided by Section 21.048(a),
 Education Code, as amended by this Act.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2013.
