       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   In 2009, as part of the Texas Parks and Wildlife Department (TPWD) sunset bill, TPWD and the Texas Youth Commission (TYC) (now the Texas Juvenile Justice Department) were directed to seek a modification of the Parrie Haynes Trust to make TPWD the trustee. This bill repeals that requirement. TPWD has already terminated its lease of Parrie Haynes Ranch and has informed the Office of the Attorney General and the Texas Juvenile Justice Department that TPWD does not wish to seek to transfer control of the Parrie Haynes Ranch and the Parrie Haynes Trust.   As proposed, S.B. 157 amends current law relating to the Parrie Haynes Trust.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Repealer: Section 17 (relating to the administration of the Parrie Haynes Trust and control of the Parrie Haynes Ranch), Chapter 952 (H.B. 3391), Acts of the 81st Legislature, Regular Session, 2009.   SECTION 2. Effective date: upon passage or September 1, 2013.
