 A BILL TO BE ENTITLED
 AN ACT
 relating to the character of and citation to enacted legislation.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subtitle B, Title 3, Government Code, is amended
 by adding Chapter 312A to read as follows:
 CHAPTER 312A. GENERAL PROVISION
 Sec. 312A.001.  NATURE OF AND REFERENCE TO LEGISLATIVE
 ENACTMENTS. (a) When all requirements of law have been met for a
 bill passed by both houses of the legislature to become law,
 including action of the governor and any subsequent action of the
 legislature under Section 14, Article IV, Texas Constitution, the
 measure becomes an Act of the legislature and should no longer be
 referred to as a bill or cited by reference to its former bill
 number or author.
 (b)  To the extent practicable, in official documents and
 publications an Act of the legislature should be cited by reference
 to the chapter number assigned by the secretary of state under
 Section 405.014 or to the statutory designation of the law enacted
 or amended by the Act, without reference to the bill by which the
 legislature enacted that law.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2013.
