 A BILL TO BE ENTITLED
 AN ACT
 relating to the dissemination of Criminal History Record
 Information.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter C, Chapter 552, is amended by adding Section
 552.155 to read as follows:
 Sec. 552.155.  EXCEPTION:  BULK DATA COMPILED THROUGH THE
 ADMINISTRATION OF CRIMINAL JUSTICE.  (a)  Public information that
 is produced, collected, assembled, or maintained by a governmental
 body through the administration of criminal justice is exempted
 from bulk dissemination.
 (b)  In this section:
 (1)  "Administration of criminal justice" has the
 meaning assigned by Article 60.01, Code of Criminal Procedure;
 (2)  "Bulk dissemination" means the production by a
 governmental body of information obtained by the body through the
 administration of criminal justice that relates to offenses
 committed by 10 or more separate individuals.
 SECTION 2.  EFFECTIVE DATE.  This Act takes effect immediately it
 receives a vote of two-thirds of all the members elected to each
 house, as provided by Section 39, Article III, Texas Constitution.
 If this Act does not receive the vote necessary for immediate
 effect, this Act takes effect September 1, 2013.
