| 8 | 8 | | governmental bodies, including regional tollway authorities, |
|---|
| 9 | 9 | | regional mobility authorities, and metropolitan planning |
|---|
| 10 | 10 | | organizations. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subsection (c), Section 551.128, Government |
|---|
| 13 | 13 | | Code, is amended to read as follows: |
|---|
| 14 | 14 | | (c) A governmental body that broadcasts a meeting over the |
|---|
| 15 | 15 | | Internet shall establish an Internet site and provide access to the |
|---|
| 16 | 16 | | broadcast, without charge, from that site. The governmental body |
|---|
| 17 | 17 | | shall provide on the Internet site the same notice of the meeting |
|---|
| 18 | 18 | | that the governmental body is required to post under Subchapter C. |
|---|
| 19 | 19 | | The notice on the Internet must be posted within the time required |
|---|
| 20 | 20 | | for posting notice under Subchapter C. |
|---|
| 21 | 21 | | SECTION 2. Subchapter F, Chapter 366, Transportation Code, |
|---|
| 22 | 22 | | is amended by adding Section 366.263 to read as follows: |
|---|
| 23 | 23 | | Sec. 366.263. INTERNET BROADCAST OF OPEN MEETINGS. In a |
|---|
| 24 | 24 | | manner that complies with Section 551.128(c), Government Code, an |
|---|
| 25 | 25 | | authority shall broadcast over the Internet live video and audio of |
|---|
| 26 | 26 | | each open meeting held by the authority. Subsequently, the |
|---|
| 27 | 27 | | authority shall make available through the authority's Internet |
|---|
| 28 | 28 | | website archived video and audio for each meeting for which live |
|---|
| 29 | 29 | | video and audio was provided under this section. |

| 30 | 30 | | SECTION 3. Subchapter F, Chapter 370, Transportation Code, |
|---|
| 31 | 31 | | is amended by adding Section 370.263 to read as follows: |
|---|
| 32 | 32 | | Sec. 370.263. INTERNET BROADCAST OF OPEN MEETINGS. In a |
|---|
| 33 | 33 | | manner that complies with Section 551.128(c), Government Code, an |
|---|
| 34 | 34 | | authority shall broadcast over the Internet live video and audio of |
|---|
| 35 | 35 | | each open meeting held by the authority. Subsequently, the |
|---|
| 36 | 36 | | authority shall make available through the authority's Internet |
|---|
| 37 | 37 | | website archived video and audio for each meeting for which live |
|---|
| 38 | 38 | | video and audio was provided under this section. This section does |
|---|
| 39 | 39 | | not apply to an authority composed of three or more counties. |

| 40 | 40 | | SECTION 4. Subchapter D, Chapter 472, Transportation Code, |
|---|
| 41 | 41 | | is amended by adding Section 472.036 to read as follows: |
|---|
| 42 | 42 | | Sec. 472.036. INTERNET BROADCAST OF OPEN MEETINGS. In a |
|---|
| 43 | 43 | | manner that complies with Section 551.128(c), Government Code, a |
|---|
| 44 | 44 | | metropolitan planning organization shall broadcast over the |
|---|
| 45 | 45 | | Internet live video and audio of each open meeting held by the |
|---|
| 46 | 46 | | organization. Subsequently, the organization shall make available |
|---|
| 47 | 47 | | through the organization's Internet website archived video and |
|---|
| 48 | 48 | | audio for each meeting for which live video and audio was provided |
|---|
| 49 | 49 | | under this section. |
|---|
| 50 | 50 | | SECTION 5. The changes in law made by this Act apply only to |
|---|
| 51 | 51 | | an open meeting held on or after the effective date of this Act. |
|---|
| 52 | 52 | | SECTION 6. This Act takes effect September 1, 2013. |
