       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   S.B. 1771 adjusts the boundaries of the Cibolo Creek Municipal Authority (CCMA) to be consistent with service requests from its retail municipal and water district customers. The adjustment will provide residents in those areas with the opportunity to vote in CCMA elections and to have representation on the CCMA board of directors.   CCMA has provided wholesale sewer service in the area between San Antonio and New Braunfels since 1971. The boundary adjustments are based on requested services by the retail cities and water districts to which CCMA provides wholesale sewer services. Each of the governing boards of the retail customers impacted by these boundary adjustments has passed resolutions in support of the boundary adjustments.   As proposed, S.B. 1771 amends current law relating to the adjustment of the boundaries of the Cibolo Creek Municipal Authority.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 4, Chapter 347 (H.B. 1339), Acts of the 62nd Legislature, Regular Session, 1971, as follows:   Sec. 4. Sets forth the revised boundaries of the Cibolo Creek Municipal Authority. Deletes existing text setting forth the boundaries of the Cibolo Creek Municipal Authority.   SECTION 2. Provides that all requirements of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.   SECTION 3. Effective date: upon passage or September 1, 2013.
