| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Subchapter E, Chapter 130, Education Code, is |
|---|
| 10 | 10 | | amended by adding Section 130.0824 to read as follows: |
|---|
| 11 | 11 | | Sec. 130.0824. GOVERNING BOARD OF TEXARKANA COLLEGE |
|---|
| 12 | 12 | | DISTRICT. (a) Notwithstanding any other provision of this |
|---|
| 13 | 13 | | subchapter, the governing board of the Texarkana College District |
|---|
| 14 | 14 | | may by resolution or order of the board decrease the number of board |
|---|
| 15 | 15 | | members from nine to seven, with four members elected from |
|---|
| 16 | 16 | | respective commissioner precincts and three members elected at |
|---|
| 17 | 17 | | large. |
|---|
| 18 | 18 | | (b) A resolution or order of the governing board under this |
|---|
| 19 | 19 | | section must establish transition terms of office to conform to |
|---|
| 20 | 20 | | elections held in even-numbered years and staggered six-year terms, |
|---|
| 21 | 21 | | with the initial board terms of three members expiring in 2014, of |
|---|
| 22 | 22 | | two members expiring in 2016, and of two members expiring in 2018. |

| 23 | 23 | | SECTION 2. Section 130.203, Education Code, is amended to |
|---|
| 24 | 24 | | read as follows: |

| 25 | 25 | | Sec. 130.203. TEXARKANA COLLEGE DISTRICT SERVICE AREA. The |
|---|
| 26 | 26 | | service area of the Texarkana College District includes the |
|---|
| 27 | 27 | | territory within: |
|---|
| 28 | 28 | | (1) the taxing district, which includes all [part] of |
|---|
| 29 | 29 | | [the municipality of Texarkana and part of the Pleasant Grove |
|---|
| 30 | 30 | | Independent School District; |
|---|
| 31 | 31 | | [(2)] Bowie County; |
|---|
| 32 | 32 | | (2) [(3)] Cass County, except the territory within the |
|---|
| 33 | 33 | | Hughes Springs, Avinger, and Pewitt independent school districts; |
|---|
| 34 | 34 | | and |
|---|
| 35 | 35 | | (3) [(4)] the Avery Independent School District |
|---|
| 36 | 36 | | located in Red River County. |
|---|
| 37 | 37 | | SECTION 3. This Act takes effect September 1, 2013. |
