77 relating to the certification of certain qualified handgun
88 instructors to conduct school safety training.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter H, Chapter 411, Government Code, is
1111 amended by adding Section 411.1901 to read as follows:
1212 Sec. 411.1901. SCHOOL SAFETY CERTIFICATION FOR QUALIFIED
1313 HANDGUN INSTRUCTORS. (a) The department shall establish a process
1414 to enable qualified handgun instructors certified under Section
1515 411.190 to obtain an additional certification in school safety.
1616 The process must include a school safety certification course that
1717 provides training in the following:
1818 (1) the protection of students;
1919 (2) interaction of license holders with first
2020 responders;
2121 (3) tactics for denying an intruder entry into a
2222 classroom or school facility; and
2323 (4) methods for increasing a license holder's accuracy
2424 with a handgun while under duress.
2525 (b) The school safety certification course under Subsection
2626 (a) must include not less than 15 hours and not more than 20 hours of
2727 instruction.
2828 (c) A qualified handgun instructor certified in school
2929 safety under this section may provide school safety training,
3030 including instruction in the subjects listed under Subsection (a),
3131 to employees of a school district or an open-enrollment charter
3232 school who hold a license to carry a concealed handgun issued under
3333 this subchapter.
3434 (d) The department shall establish a fee in an amount that
3535 is sufficient to cover the costs of the school safety certification
3636 under this section.
3737 (e) The department may adopt rules to administer this
3838 section.
3939 SECTION 2. This Act takes effect September 1, 2013.
