| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter H, Chapter 411, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 411.1901 to read as follows: |
|---|
| 12 | 12 | | Sec. 411.1901. SCHOOL SAFETY CERTIFICATION FOR QUALIFIED |
|---|
| 13 | 13 | | HANDGUN INSTRUCTORS. (a) The department shall establish a process |
|---|
| 14 | 14 | | to enable qualified handgun instructors certified under Section |
|---|
| 15 | 15 | | 411.190 to obtain an additional certification in school safety. |
|---|
| 16 | 16 | | The process must include a school safety certification course that |
|---|
| 17 | 17 | | provides training in the following: |
|---|
| 18 | 18 | | (1) the protection of students; |
|---|
| 19 | 19 | | (2) interaction of license holders with first |
|---|
| 20 | 20 | | responders; |
|---|
| 21 | 21 | | (3) tactics for denying an intruder entry into a |
|---|
| 22 | 22 | | classroom or school facility; and |
|---|
| 23 | 23 | | (4) methods for increasing a license holder's accuracy |
|---|
| 24 | 24 | | with a handgun while under duress. |
|---|
| 25 | 25 | | (b) The school safety certification course under Subsection |
|---|
| 26 | 26 | | (a) must include not less than 15 hours and not more than 20 hours of |
|---|
| 27 | 27 | | instruction. |
|---|
| 28 | 28 | | (c) A qualified handgun instructor certified in school |
|---|
| 29 | 29 | | safety under this section may provide school safety training, |
|---|
| 30 | 30 | | including instruction in the subjects listed under Subsection (a), |
|---|
| 31 | 31 | | to employees of a school district or an open-enrollment charter |
|---|
| 32 | 32 | | school who hold a license to carry a concealed handgun issued under |
|---|
| 33 | 33 | | this subchapter. |
|---|
| 34 | 34 | | (d) The department shall establish a fee in an amount that |
|---|
| 35 | 35 | | is sufficient to cover the costs of the school safety certification |
|---|
| 36 | 36 | | under this section. |
|---|
| 37 | 37 | | (e) The department may adopt rules to administer this |
|---|
| 38 | 38 | | section. |
|---|
| 39 | 39 | | SECTION 2. This Act takes effect September 1, 2013. |
