In this subsection, "promptly" means as soon as possible under the circumstances, that is, within a reasonable time, without delay. If the governmental body cannot produce public information for inspection or duplication within 10 business days after the date the information is requested under this section, the governmental body shall certify that fact in writing to the requestor and set a date and hour within a reasonable time when the information will be available for inspection or duplication. (d-1) A governmental body on request by an individual member, agency, or committee of the legislature shall provide the information requested under this section as it becomes available and may not delay producing any available information on the grounds that all of the information that must be produced under the request is not yet available for release.
