| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subsection (d), Section 431.131, Government |
|---|
| 13 | 13 | | Code, is amended to read as follows: |
|---|
| 14 | 14 | | (d) The legislature by concurrent resolution may direct the |
|---|
| 15 | 15 | | governor to award the Texas Legislative Medal of Honor to a person |
|---|
| 16 | 16 | | nominated by the nominating committee. The committee chairs |
|---|
| 17 | 17 | | serving on the nominating committee shall jointly prepare a |
|---|
| 18 | 18 | | concurrent resolution directing the governor to award the medal to |
|---|
| 19 | 19 | | a person nominated. The legislature may direct the medal to be |
|---|
| 20 | 20 | | awarded only during a regular session and may not, during a regular |
|---|
| 21 | 21 | | session, direct the medal to be awarded to more than: |
|---|
| 22 | 22 | | (1) one person for service in the state or federal |
|---|
| 23 | 23 | | military forces during the period beginning after 1835 but before |
|---|
| 24 | 24 | | 1956; and |
|---|
| 25 | 25 | | (2) one person for service in the state or federal |
|---|
| 26 | 26 | | military forces after 1955 [during a regular session]. |

| 27 | 27 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 28 | 28 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 29 | 29 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 30 | 30 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 31 | 31 | | Act takes effect September 1, 2013. |
