8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. Chapter 651, Government Code, is amended by |
---|
10 | 10 | | adding Section 651.010 to read as follows: |

11 | 11 | | Sec. 651.010. ENTREPRENEUR-IN-RESIDENCE. (a) In this |
---|
12 | 12 | | section, "state agency" means a board, commission, department, |
---|
13 | 13 | | office, or other agency in the executive branch of state government |
---|
14 | 14 | | created under the constitution or a statute of this state, |
---|
15 | 15 | | including an institution of higher education as defined by Section |
---|
16 | 16 | | 61.003, Education Code. |
---|
17 | 17 | | (b) From available funds, a state agency may hire an |
---|
18 | 18 | | entrepreneur-in-residence or contract with an individual, chamber |
---|
19 | 19 | | of commerce, or nonprofit entity to: |
---|
20 | 20 | | (1) improve outreach by state government to the |
---|
21 | 21 | | private sector, including historically underutilized businesses; |
---|
22 | 22 | | (2) strengthen coordination and interaction between |
---|
23 | 23 | | state government and the private sector; |
---|
24 | 24 | | (3) facilitate the understanding and use of |
---|
25 | 25 | | technological advances to make state government more transparent |
---|
26 | 26 | | and interactive; and |
---|
27 | 27 | | (4) implement the best private sector practices to |
---|
28 | 28 | | make state government programs simpler, easier to access, more |
---|
29 | 29 | | efficient, and more responsive to users. |
---|
30 | 30 | | (c) An individual hired or contracted with under this |
---|
31 | 31 | | section must be successful in the individual's field. |
---|
32 | 32 | | SECTION 2. This Act takes effect September 1, 2013. |
