77 relating to entrepreneurs-in-residence at state agencies.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Chapter 651, Government Code, is amended by
1010 adding Section 651.010 to read as follows:
1111 Sec. 651.010. ENTREPRENEUR-IN-RESIDENCE. (a) In this
1212 section, "state agency" means a board, commission, department,
1313 office, or other agency in the executive branch of state government
1414 created under the constitution or a statute of this state,
1515 including an institution of higher education as defined by Section
1616 61.003, Education Code.
1717 (b) From available funds, a state agency may hire an
1818 entrepreneur-in-residence or contract with an individual, chamber
1919 of commerce, or nonprofit entity to:
2020 (1) improve outreach by state government to the
2121 private sector, including historically underutilized businesses;
2222 (2) strengthen coordination and interaction between
2323 state government and the private sector;
2424 (3) facilitate the understanding and use of
2525 technological advances to make state government more transparent
2626 and interactive; and
2727 (4) implement the best private sector practices to
2828 make state government programs simpler, easier to access, more
2929 efficient, and more responsive to users.
3030 (c) An individual hired or contracted with under this
3131 section must be successful in the individual's field.
3232 SECTION 2. This Act takes effect September 1, 2013.
