| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 434.017, Government Code, is amended by | |
| 11 | 11 | adding Subsections (c-1) and (c-2) to read as follows: | |
| 12 | 12 | (c-1) Not later than May 1 of each even-numbered year, the | |
| 13 | 13 | commission shall: | |
| 14 | 14 | (1) conduct a needs assessment to identify the | |
| 15 | 15 | specific high-priority needs of veterans and the services available | |
| 16 | 16 | to address those needs; | |
| 17 | 17 | (2) determine the grant categories that correspond to | |
| 18 | 18 | the high-priority needs identified under Subdivision (1); and | |
| 19 | 19 | (3) identify any gaps between the needs identified | |
| 20 | 20 | under Subdivision (1) and the services available to address those | |
| 21 | 21 | needs. | |
| 22 | 22 | (c-2) The commission shall incorporate the results of the | |
| 23 | 23 | needs assessment and other determinations under Subsection (c-1) in | |
| 24 | 24 | its process for awarding grants from the fund for veterans' | |
| 25 | 25 | assistance. | |
| 26 | 26 | SECTION 2. Not later than May 1, 2014, the Texas Veterans | |
| 27 | 27 | Commission shall conduct a needs assessment and make other | |
| 28 | 28 | determinations required by Subsection (c-1), Section 434.017, | |
| 29 | 29 | Government Code, as added by this Act. | |
| 30 | 30 | SECTION 3. This Act takes effect September 1, 2013. |
