77 relating to the allocation of certain grants from the fund for

99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 434.017, Government Code, is amended by
1111 adding Subsections (c-1) and (c-2) to read as follows:
1212 (c-1) Not later than May 1 of each even-numbered year, the
1313 commission shall:
1414 (1) conduct a needs assessment to identify the
1515 specific high-priority needs of veterans and the services available
1616 to address those needs;
1717 (2) determine the grant categories that correspond to
1818 the high-priority needs identified under Subdivision (1); and
1919 (3) identify any gaps between the needs identified
2020 under Subdivision (1) and the services available to address those
2121 needs.
2222 (c-2) The commission shall incorporate the results of the
2323 needs assessment and other determinations under Subsection (c-1) in
2424 its process for awarding grants from the fund for veterans'
2525 assistance.
2626 SECTION 2. Not later than May 1, 2014, the Texas Veterans
2727 Commission shall conduct a needs assessment and make other
2828 determinations required by Subsection (c-1), Section 434.017,
2929 Government Code, as added by this Act.
3030 SECTION 3. This Act takes effect September 1, 2013.
