| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subsection (h), Section 61.051, Education Code, |
|---|
| 11 | 11 | | is amended to read as follows: |
|---|
| 12 | 12 | | (h) The board shall make continuing studies of the needs of |
|---|
| 13 | 13 | | the state for research and designate the institutions of higher |
|---|
| 14 | 14 | | education to perform research as needed. The board shall also |
|---|
| 15 | 15 | | maintain an inventory of all institutional and programmatic |
|---|
| 16 | 16 | | research activities being conducted by the various institutions, |
|---|
| 17 | 17 | | whether state-financed or not. Once a year, on dates prescribed by |
|---|
| 18 | 18 | | the board, each institution of higher education shall report to the |
|---|
| 19 | 19 | | board all research conducted at that institution during the last |
|---|
| 20 | 20 | | preceding year. Each institution's report must include the amounts |
|---|
| 21 | 21 | | spent by the institution on human embryonic stem cell research and |
|---|
| 22 | 22 | | adult stem cell research during the year covered by the report and |
|---|
| 23 | 23 | | the source of the funding for that research. All reports required |
|---|
| 24 | 24 | | by this subsection shall be made subject to the limitations imposed |
|---|
| 25 | 25 | | by security regulations governing defense contracts for research. |
|---|
| 26 | 26 | | Not later than January 1 of each year, the board shall submit to the |
|---|
| 27 | 27 | | legislature information regarding human stem cell research |
|---|
| 28 | 28 | | obtained by the board from reports required by this subsection. |
|---|
| 29 | 29 | | SECTION 2. This Act takes effect September 1, 2013. |
