 A BILL TO BE ENTITLED
 AN ACT
 relating to the development, hosting, and management of computer
 software for state agencies.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter C, Chapter 2054, Government Code, is
 amended by adding Section 2054.0521 to read as follows:
 Sec. 2054.0521.  SOFTWARE DEVELOPMENT, HOSTING, AND
 MANAGEMENT. (a)  In this section, "state agency" means a
 department, commission, board, office, council, authority, or
 other agency in the executive, legislative, or judicial branch of
 state government that is created by the constitution or a statute of
 this state, including a university system or institution of higher
 education as defined by Section 61.003, Education Code.
 (b)  Using existing resources, the department shall provide
 for the coordinated development, hosting, and management of
 computer software for state agencies.
 SECTION 2.  The Department of Information Resources shall
 comply with the requirements of Section 2054.0521, Government Code,
 as added by this Act, not later than January 1, 2015.
 SECTION 3.  This Act takes effect September 1, 2013.
