77 relating to the use of e-mail and website technology by the Texas
88 Department of Licensing and Regulation.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 51.207, Occupations Code, is amended to
1111 read as follows:
1212 Sec. 51.207. USE OF TECHNOLOGY. (a) The commission shall
1313 develop and implement a policy requiring the executive director and
1414 department employees to research and propose appropriate
1515 technological solutions to improve the department's ability to
1616 perform its functions. The technological solutions must:
1717 (1) ensure that the public is able to easily find
1818 information about the department on the Internet;
1919 (2) ensure that persons who want to use the
2020 department's services are able to:
2121 (A) interact with the department through the
2222 Internet; and
2323 (B) access any service that can be provided
2424 effectively through the Internet; and
2525 (3) be cost-effective and developed through the
2626 department's planning processes.
2727 (b) The department shall provide on its Internet website a
2828 link to an Internet website that allows the public to track
2929 legislation affecting the programs administered by the department,
3030 which may be a website that provides legislative information
3131 administered by the Texas Legislature.
3232 (c) The department may satisfy any requirement under this
3333 chapter or another law governing a program subject to regulation by
3434 the department to provide notice by delivering the notice by e-mail
3535 to the recipient's last known e-mail address if the recipient has
3636 previously authorized the department to deliver the notice by
3737 e-mail. An e-mail address used under this subsection is
3838 confidential and is not subject to disclosure under Chapter 552,
3939 Government Code.
4040 SECTION 2. This Act takes effect September 1, 2013.
