| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 9303.001, Special District Local Laws |
|---|
| 12 | 12 | | Code, is amended to read as follows: |
|---|
| 13 | 13 | | Sec. 9303.001. DEFINITIONS [DEFINITION]. In this chapter: |
|---|
| 14 | 14 | | (1) "Board" means the district's board of directors. |
|---|
| 15 | 15 | | (2) "Director" means a board member. |
|---|
| 16 | 16 | | (3) "District"[, "district"] means the El Paso County |
|---|
| 17 | 17 | | Water Improvement District No. 1. |
|---|
| 18 | 18 | | SECTION 2. Subchapter B, Chapter 9303, Special District |
|---|
| 19 | 19 | | Local Laws Code, is amended by adding Sections 9303.053 and |
|---|
| 20 | 20 | | 9303.054 to read as follows: |
|---|
| 21 | 21 | | Sec. 9303.053. ADMINISTRATION OF ELECTIONS. (a) The |
|---|
| 22 | 22 | | district shall contract with the elections administrator of El Paso |
|---|
| 23 | 23 | | County to conduct an election held by the district. |
|---|
| 24 | 24 | | (b) The district shall pay the costs of an election |
|---|
| 25 | 25 | | conducted under Subsection (a). |
|---|
| 26 | 26 | | Sec. 9303.054. PUBLIC INFORMATION. (a) The district shall |
|---|
| 27 | 27 | | maintain an Internet website. |
|---|
| 28 | 28 | | (b) The board shall make available on the district's |
|---|
| 29 | 29 | | Internet website: |
|---|
| 30 | 30 | | (1) campaign finance reports for each director; |
|---|
| 31 | 31 | | (2) the meeting agenda and minutes for each open |
|---|
| 32 | 32 | | meeting held by the board; |
|---|
| 33 | 33 | | (3) archived video and audio for each open meeting |
|---|
| 34 | 34 | | held by the board; |
|---|
| 35 | 35 | | (4) the district's budget for the current year; and |
|---|
| 36 | 36 | | (5) any audits of the district. |
|---|
| 37 | 37 | | SECTION 3. The changes in law made by this Act apply only to |
|---|
| 38 | 38 | | an open meeting held by the El Paso County Water Improvement |
|---|
| 39 | 39 | | District No. 1 on or after the effective date of this Act. An open |
|---|
| 40 | 40 | | meeting that is held by that district before the effective date of |
|---|
| 41 | 41 | | this Act is governed by the law in effect on the date of the open |
|---|
| 42 | 42 | | meeting, and the former law is continued in effect for that purpose. |

| 43 | 43 | | SECTION 4. This Act takes effect September 1, 2013. |
