| 6 | 6 | | WHEREAS, Texas offers numerous opportunities for residents |
|---|
| 7 | 7 | | and visitors to take part in water-related recreation; and |
|---|
| 8 | 8 | | WHEREAS, While the benefits of such activities are many, it |
|---|
| 9 | 9 | | is vitally important that proper measures be taken to avoid |
|---|
| 10 | 10 | | accidents; whether individuals are enjoying lakes, rivers, the Gulf |
|---|
| 11 | 11 | | of Mexico, or a public or private pool, water safety is essential to |
|---|
| 12 | 12 | | preventing drowning and injuries; and |
|---|
| 13 | 13 | | WHEREAS, Each year, more than 100 Texas children die from |
|---|
| 14 | 14 | | drowning, making it one of the leading causes of childhood injury |
|---|
| 15 | 15 | | deaths; moreover, the rates of drowning-related deaths in the state |
|---|
| 16 | 16 | | are consistently higher than the national average; and |
|---|
| 17 | 17 | | WHEREAS, Studies of seasonal variations have shown that |
|---|
| 18 | 18 | | two-thirds of the drowning deaths of young children and adolescents |
|---|
| 19 | 19 | | occur in the months of May through August; raising awareness of this |
|---|
| 20 | 20 | | issue in advance of the summer months will encourage the citizens of |
|---|
| 21 | 21 | | the Lone Star State to exercise caution and will help reinforce the |
|---|
| 22 | 22 | | message that water safety is everyone's responsibility; now, |
|---|
| 23 | 23 | | therefore, be it |
|---|
| 24 | 24 | | RESOLVED, That the 83rd Legislature of the State of Texas |
|---|
| 25 | 25 | | hereby designate April as Water Safety Month; and, be it further |
|---|
| 26 | 26 | | RESOLVED, That in accordance with the provisions of |
|---|
| 27 | 27 | | Subsection (d), Section 391.004, Government Code, the designation |
|---|
| 28 | 28 | | expires on the 10th anniversary of the date this resolution is |
|---|
| 29 | 29 | | passed by the legislature. |
