55 SENATE CONCURRENT RESOLUTION
66 WHEREAS, Texas offers numerous opportunities for residents
77 and visitors to take part in water-related recreation; and
88 WHEREAS, While the benefits of such activities are many, it
99 is vitally important that proper measures be taken to avoid
1010 accidents; whether individuals are enjoying lakes, rivers, the Gulf
1111 of Mexico, or a public or private pool, water safety is essential to
1212 preventing drowning and injuries; and
1313 WHEREAS, Each year, more than 100 Texas children die from
1414 drowning, making it one of the leading causes of childhood injury
1515 deaths; moreover, the rates of drowning-related deaths in the state
1616 are consistently higher than the national average; and
1717 WHEREAS, Studies of seasonal variations have shown that
1818 two-thirds of the drowning deaths of young children and adolescents
1919 occur in the months of May through August; raising awareness of this
2020 issue in advance of the summer months will encourage the citizens of
2121 the Lone Star State to exercise caution and will help reinforce the
2222 message that water safety is everyone's responsibility; now,
2323 therefore, be it
2424 RESOLVED, That the 83rd Legislature of the State of Texas
2525 hereby designate April as Water Safety Month; and, be it further
2626 RESOLVED, That in accordance with the provisions of
2727 Subsection (d), Section 391.004, Government Code, the designation
2828 expires on the 10th anniversary of the date this resolution is
2929 passed by the legislature.
