 WHEREAS, The Senate of the State of Texas is pleased to
 join members of the Texas Community Association Advocates in
 celebrating February 12, 2013, as Texas Community Association
 Advocates Day at the State Capitol; and
 WHEREAS, Approximately 4.8 million Texans live in
 developments or neighborhoods represented by community
 associations, homeowners associations, and other managing
 bodies; and
 WHEREAS, These organizations, which number in the tens of
 thousands, employ countless workers throughout the state and are
 dedicated to enhancing the quality of life in their respective
 communities; and
 WHEREAS, Such groups often provide recreational and social
 opportunities that residents might not otherwise enjoy;
 amenities like swimming pools, playgrounds, lakes and ponds, and
 enhanced security are among the many benefits afforded by these
 entities; and
 WHEREAS, Most community associations have guidelines and
 safeguards that help protect property values in these enclaves;
 such governing groups help maintain a reasonable aesthetic
 uniformity, and they prevent degradation of common living
 spaces; now, therefore, be it

 Legislature, hereby commend the delegates of the Texas Community
 Association Advocates as they celebrate their day at the State
