SENATE RESOLUTION NO. 457
WHEREAS, The Senate of the State of Texas is pleased to
recognize Roy Owens on his success as a barbecue champion and his
service to the community; and
WHEREAS, Mr. Owens is a member of the barbecue cook-off
team Across the Tracks, which won the overall grand champion and
champion ribs titles at the Houston Livestock Show and Rodeo
World Championship Bar-B-Que Contest on February 23, 2013; and
WHEREAS, Mr. Owens is a third-generation general
contractor and the principal of Roca Construction, a firm that
has specialized in federal, state, and local projects such as
educational institutions, senior citizen housing, airports, and
convention centers; and
WHEREAS, With a strong commitment to serving his
community, this dedicated disabled veteran has served on
numerous boards and advisory panels; his current philanthropic
focus is the nonprofit organization Merit Takes a Village, which
provides education and job training for those affected by
underemployment, many of whom are returning veterans; this
exemplary group works to empower those individuals so that they
can find their place in the workforce and begin to play a larger
role in the lives of their communities; and
WHEREAS, Mr. Owens is active in numerous other
professional and civic organizations; he is a charter member of
the Minority Contractors Association of Texas and has served
multiple terms as its president; and
WHEREAS, He has worked with determination and generosity
to make life better for the people of Houston, and he is truly
deserving of recognition; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
83rd Legislature, hereby commend Roy Owens on his many
achievements and contributions to his community and extend to him
best wishes for continued success in all his endeavors; and, be
it further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of esteem from the Texas Senate.
