SENATE RESOLUTION NO. 572
WHEREAS, The Senate of the State of Texas encourages
citizens across this state to recognize April of 2013 as Child
Abuse Prevention Month; and
WHEREAS, As a society, all adult Americans must protect and
respect the rights of our most vulnerable citizens; children are
not only our most precious resource but also our collective hope,
and they are a reminder of our universal humanity; and
WHEREAS, Child abuse, neglect, and abandonment
unfortunately continue to occur in our society; Child Abuse
Prevention Month promotes awareness and action regarding this
painful but growing problem; many advocates for children wear
blue ribbons during this time in memory of those who have died
from child abuse; and
WHEREAS, In fiscal year 2012, the Texas Department of
Family and Protective Services received reports of nearly
276,000 alleged victims of child abuse and confirmed over 64,000
cases; tragically, 212 children died last year as a result of
abuse; and
WHEREAS, Most cases of child abuse result from neglect or
indifference or a refusal to act on the part of an adult who is
aware of the abuse; and while no single entity can prevent child
abuse or solve the complex chain of social, familial, and
behavioral circumstances that lead to abuse, communities must
work unceasingly to stop the cycle of abuse in our society; and
WHEREAS, Neighbors, teachers, and others who are in a
position to sound the alarm must step up their efforts and
intervene; communities must also identify abusers and steer them
to programs that address their abusive patterns; many programs
and agencies provide such services on local and statewide levels,
and the time to act is now; we in Texas and around the nation must
protect our most vulnerable and precious citizens--our children;
now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 83rd
Legislature, hereby proclaim April of 2013 Child Abuse
Prevention Month and extend sincere best wishes to all the Texas
agencies and partnerships that are working to reverse this
painful and ongoing societal problem; and, be it further
RESOLVED, That a copy of this Resolution be prepared in
recognition of Child Abuse Prevention Month.
