SENATE RESOLUTION NO. 634 WHEREAS, The Senate of the State of Texas is pleased to recognize the Honorable Martin Frost, who has been elected chairman of the board of the National Endowment for Democracy; and WHEREAS, Mr. Frost is a former member of the United States House of Representatives; he currently belongs to Polsinelli Shughart's national public policy practice group in Washington, D.C.; an attorney for more than 40 years, he was elected to Congress in 1979; and WHEREAS, Over the course of his career in Congress, Representative Frost held numerous positions of leadership; he served as chair of the House Democratic Caucus, the Health Task Force, and the Democratic Congressional Campaign Committee; at the time of his 2005 retirement from Congress, he was the senior southern Democrat in the House and the dean of the Texas congressional delegation; and WHEREAS, Mr. Frost played an important role in writing and passing such landmark legislation as the Gramm-Leach-Bliley Act, the Industrial Base and Defense Conversion Act, and the national Amber Alert law, and he chaired a special House task force that helped Eastern and Central European countries make the transition to democracy after the fall of the Berlin Wall; and WHEREAS, Martin Frost has served the state and nation with distinction during his notable career in public service, and he brings a wealth of experience and expertise to his leadership role on the board of the National Endowment for Democracy; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 83rd Legislature, hereby commend Martin Frost on his exceptional achievements and extend to him best wishes for the future as chairman of the board of the National Endowment for Democracy; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
