H.R. No. 3 R E S O L U T I O N WHEREAS, Barbara Fallon received the 2012 Shining Star Award for her outstanding volunteer efforts in North Richland Hills; and WHEREAS, A member of that community for the past 35 years, Ms. Fallon graduated from the North Richland Hills Citizens Police Academy in 1997; she then joined the Citizens Police Academy Alumni Association and served on its board of directors, and in 2009, she became one of the first participants in a new initiative, Volunteers in Police Service; the following year, she was named team leader for all VIPS tasks and duties within the police department, overseeing such programs as crash reports, jail cards, 9-1-1 quality assurance calls, and the community resource program; and WHEREAS, Ms. Fallon is also active in the North Richland Hills Police Department patrol division, and she has volunteered more than 2,000 total hours to the department; moreover, she educates others in the community on police department volunteer opportunities; she recently attended a Texas Citizens on Patrol Association conference at which the North Richland Hills VIPS program was named the top volunteer agency in the state, and the program has been honored by the International Association of Chiefs of Police as well; and WHEREAS, The strength of our communities depends on the efforts of individuals like Barbara Fallon, and the citizens of North Richland Hills are fortunate indeed to count her among their fellow residents; now, therefore, be it RESOLVED, That the House of Representatives of the 83rd Texas Legislature, 1st Called Session, hereby congratulate Barbara Fallon on her receipt of the 2012 Shining Star Award and extend to her sincere best wishes for continued success and happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Ms. Fallon as an expression of high regard by the Texas House of Representatives.
