H.R. No. 71 R E S O L U T I O N WHEREAS, Jim Robinson retired as chief appraiser of the Harris County Appraisal District on May 31, 2013, concluding a noteworthy career with the district that spanned nearly three decades; and WHEREAS, Named chief appraiser in 1990, Mr. Robinson joined the district five years earlier as deputy chief appraiser; during his tenure, HCAD has been recognized three times by the International Association of Assessing Officers as a distinguished assessment jurisdiction; moreover, in January 2013, the Texas comptroller of public accounts announced that the district had earned a perfect score in a comprehensive review of its compliance with state laws, regulations, appraisal practices, and operating best practices, and that it had exceeded every mandatory standard of evaluation established by the comptroller in the legislatively required Methods and Assistance Program review; and WHEREAS, Mr. Robinson entered public service in 1967, when he joined the Texas Department of Public Safety; initially assigned to Governor John Connally's Division of Defense and Disaster Relief, he was promoted to the personal staff of the agency's director and served as its official spokesman; he went on to become associate director of the State Property Tax Board in 1979, and he subsequently served as deputy director and executive director; moreover, he was an adjunct member of the law enforcement faculty at Texas State University; and WHEREAS, This dynamic Texan holds both bachelor's and master's degrees in law enforcement from Sam Houston State University, and he completed the graduate-level national security management program of the Industrial College of the Armed Forces; before graduating from college, he founded a Houston-area radio station; he subsequently sold it and was employed as news director for KBRZ in Freeport, as Brazoria County correspondent for the Houston Chronicle, and as an on-air personality for KVET/KASE in Austin; and WHEREAS, A master peace officer and certified fraud examiner, Mr. Robinson volunteers as chief reserve deputy for Harris County Precinct 3; he served for 27 years in the Texas National Guard, and he was appointed commanding general before retiring at the rank of major general in 1990; deeply committed to education as well, he served as president of the Round Rock Independent School District board of trustees during his time in the Austin area; and WHEREAS, Jim Robinson earned the respect and admiration of his fellow citizens during his 28 years with the Harris County Appraisal District, and he may indeed reflect with pride on his notable record of accomplishments; now, therefore, be it RESOLVED, That the House of Representatives of the 83rd Texas Legislature, 2nd Called Session, hereby congratulate Jim Robinson on his retirement as chief appraiser of the Harris County Appraisal District and that he be commended for his long record of public service; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Robinson as an expression of high regard by the Texas House of Representatives.
