SENATE RESOLUTION NO. 26 WHEREAS, The Senate of the State of Texas is pleased to recognize James C. Conkwright, who is retiring after 12 years of exceptional service as general manager of the High Plains Underground Water Conservation District Number 1; and WHEREAS, Mr. Conkwright became general manager in 2001, after having served on the board for 14 years as Precinct Four district director; and WHEREAS, A native of Hereford, Jim Conkwright is a graduate of Texas Tech University; throughout his career, he has been noted for his superior knowledge of groundwater issues and policy and for his remarkable leadership abilities; and WHEREAS, Talented and resourceful, he has handled the many responsibilities of his 16-county service area with exceptional efficiency and dedication; he has also been active in a variety of professional and civic organizations, including the Texas Alliance of Groundwater Districts, the Texas Council for Agricultural Research, Extension, and Teaching, the Hereford Rotary Club, and the Hereford Independent School District; and WHEREAS, An exemplary public servant, he is respected and admired by his colleagues, and his presence as general manager of the High Plains Underground Water Conservation District Number 1 will be greatly missed; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 83rd Legislature, 2nd Called Session, hereby commend James C. Conkwright on his outstanding service to the High Plains Underground Water Conservation District Number 1 and extend to him best wishes for continued success in all his endeavors; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
