99 relating to the allocation of certain grants from the fund for
1010 veterans' assistance.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 434.017, Government Code, is amended by
1313 adding Subsections (c-1) and (c-2) to read as follows:
1414 (c-1) Every four years, the commission shall:
1515 (1) conduct a needs assessment to identify the
1616 specific high-priority needs of veterans and the services
1717 available to address those needs;
1818 (2) determine the grant categories that correspond to
1919 the needs identified under Subdivision (1); and
2020 (3) identify any discrepancy between the needs
2121 identified under Subdivision (1) and the services available to
2222 address those needs.
2323 (c-2) On completion of the needs assessment and other
2424 determinations under Subsection (c-1), the commission shall
2525 incorporate the results of the assessment and determinations into
2626 the commission's process for awarding grants from the fund for
2727 veterans' assistance.
2828 SECTION 2. Not later than June 1, 2016, the Texas Veterans
2929 Commission shall conduct the initial needs assessment, make
3030 determinations, and incorporate the results of the assessment and
3131 determinations as required by Sections 434.017(c-1) and (c-2),
3232 Government Code, as added by this Act.
3333 SECTION 3. This Act takes effect September 1, 2015.
