| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 434.017, Government Code, is amended by |
|---|
| 13 | 13 | | adding Subsections (c-1) and (c-2) to read as follows: |
|---|
| 14 | 14 | | (c-1) Every four years, the commission shall: |
|---|
| 15 | 15 | | (1) conduct a needs assessment to identify the |
|---|
| 16 | 16 | | specific high-priority needs of veterans and the services |
|---|
| 17 | 17 | | available to address those needs; |
|---|
| 18 | 18 | | (2) determine the grant categories that correspond to |
|---|
| 19 | 19 | | the needs identified under Subdivision (1); and |
|---|
| 20 | 20 | | (3) identify any discrepancy between the needs |
|---|
| 21 | 21 | | identified under Subdivision (1) and the services available to |
|---|
| 22 | 22 | | address those needs. |
|---|
| 23 | 23 | | (c-2) On completion of the needs assessment and other |
|---|
| 24 | 24 | | determinations under Subsection (c-1), the commission shall |
|---|
| 25 | 25 | | incorporate the results of the assessment and determinations into |
|---|
| 26 | 26 | | the commission's process for awarding grants from the fund for |
|---|
| 27 | 27 | | veterans' assistance. |

| 28 | 28 | | SECTION 2. Not later than June 1, 2016, the Texas Veterans |
|---|
| 29 | 29 | | Commission shall conduct the initial needs assessment, make |
|---|
| 30 | 30 | | determinations, and incorporate the results of the assessment and |
|---|
| 31 | 31 | | determinations as required by Sections 434.017(c-1) and (c-2), |
|---|
| 32 | 32 | | Government Code, as added by this Act. |
|---|
| 33 | 33 | | SECTION 3. This Act takes effect September 1, 2015. |
