| 13 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 8 | | SECTION 1. Section 127.003(b), Election Code, is amended to |
|---|
| 15 | 9 | | read as follows: |
|---|
| 16 | 10 | | (b) To be eligible for appointment, a person must be: |
|---|
| 17 | 11 | | (1) trained in the operation of the automatic |
|---|
| 18 | 12 | | tabulating equipment installed at the counting station; and |
|---|
| 19 | 13 | | (2) a registered voter of the political subdivision |
|---|
| 20 | 14 | | served by the authority establishing the counting station or an |
|---|
| 21 | 15 | | employee of the political subdivision that adopts or owns the |
|---|
| 22 | 16 | | voting system. |
|---|
| 23 | 17 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 24 | 18 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 25 | 19 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 26 | 20 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 27 | 21 | | Act takes effect September 1, 2015. |
