The bill would amend the Government Code and Penal Code as they relate to the punishment for the offenses of possession or promotion of child pornography. The bill would enhance the punishment for these offenses and make individuals serving a sentence for these offenses ineligible for release on parole until their actual calendar time served, without consideration of good conduct time, equals one-half of their sentence. This analysis assumes implementing the provisions of the bill would not result in a significant impact on state correctional agencies.
