| 10 | 10 | | service in certain counties. |
|---|
| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 12 | 12 | | SECTION 1. DEFINITION. In this Act, "commission" means the |
|---|
| 13 | 13 | | Railroad Commission of Texas. |
|---|
| 14 | 14 | | SECTION 2. SCOPE OF STUDY. The commission shall conduct a |
|---|
| 15 | 15 | | study on the availability of natural gas utility service in each |
|---|
| 16 | 16 | | county in this state that borders the United Mexican States and has |
|---|
| 17 | 17 | | a population of more than 800,000. In conducting the study, the |
|---|
| 18 | 18 | | commission shall: |
|---|
| 19 | 19 | | (1) identify in each county each census-designated |
|---|
| 20 | 20 | | place that has a population of at least 500 and that lacks natural |
|---|
| 21 | 21 | | gas utility service; |
|---|
| 22 | 22 | | (2) consider the reasons for the lack of availability |
|---|
| 23 | 23 | | of natural gas utility service in each census-designated place |
|---|
| 24 | 24 | | identified in Subdivision (1) of this section; |
|---|
| 25 | 25 | | (3) estimate the cost of expanding availability of |
|---|
| 26 | 26 | | natural gas utility service in each census-designated place |
|---|
| 27 | 27 | | identified in Subdivision (1) of this section; and |
|---|
| 28 | 28 | | (4) study methods for making natural gas utility |
|---|
| 29 | 29 | | service available throughout each county. |
|---|
| 30 | 30 | | SECTION 3. REPORT AND RECOMMENDATIONS. (a) The commission |
|---|
| 31 | 31 | | shall issue a written report to the legislature, the lieutenant |
|---|
| 32 | 32 | | governor, the speaker of the house, and the presiding officers of |
|---|
| 33 | 33 | | the standing committees of the senate and house of representatives |
|---|
| 34 | 34 | | with jurisdiction over the commission that includes the |
|---|
| 35 | 35 | | commission's findings and recommendations relating to changes in |
|---|
| 36 | 36 | | policies, rules, and statutes necessary to provide for or expedite |
|---|
| 37 | 37 | | the extension of natural gas utility service to each county |
|---|
| 38 | 38 | | described by Section 2 of this Act that lacks that service. |
|---|
| 39 | 39 | | (b) The report must be issued by November 30, 2016. |
|---|
| 40 | 40 | | SECTION 4. EXPIRATION. This Act expires December 1, 2016. |

| 41 | 41 | | SECTION 5. EFFECTIVE DATE. This Act takes effect September |
|---|
| 42 | 42 | | 1, 2015. |
