55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the establishment of a workgroup to examine the
88 implementation of dating violence awareness and education programs
99 in public schools.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 37.0831, Education Code, is amended by
1212 adding Subsections (c), (d), and (e) to read as follows:
1313 (c) The commissioner shall establish a workgroup to make
1414 recommendations related to ensuring and improving implementation
1515 of the dating violence policy required under Subsection (a) in
1616 middle schools, including recommendations for specific methods of
1717 implementing training under the policy for students, parents,
1818 educators, and school administrators. The workgroup must be
1919 composed of:
2020 (1) one member from the agency;
2121 (2) one member from the Texas State Teachers
2222 Association;
2323 (3) one member from the Texas American Federation of
2424 Teachers;
2525 (4) one member from the Association of Texas
2626 Professional Educators;
2727 (5) one member from the Texas Association of School
2828 Boards;
2929 (6) one member from the Texas Association of School
3030 Administrators;
3131 (7) one member from the Texas School Counselor
3232 Association;
3333 (8) one member from the Texas Association of Secondary
3434 School Principals;
3535 (9) one member from the Texas School Nurses
3636 Organization;
3737 (10) one member from the Texas School Safety Center;
3838 (11) one member from the Texas High School Coaches
3939 Association;
4040 (12) three campus safety officers;
4141 (13) four members from family violence centers, as
4242 defined by Section 51.002, Human Resources Code, from different
4343 geographic regions in this state, including both rural and urban
4444 areas;
4545 (14) one member from a statewide family violence
4646 advocacy organization;
4747 (15) one member from a statewide sexual assault
4848 advocacy organization;
4949 (16) one member from a statewide advocacy organization
5050 that serves teenage victims of dating violence;
5151 (17) one member from the intake division or the
5252 investigation division of the Department of Family and Protective
5353 Services;
5454 (18) one member from the Parenting and Paternity
5555 Awareness program in the office of the attorney general;
5656 (19) one member from the family violence program in
5757 the Health and Human Services Commission; and
5858 (20) two members from the Texas Juvenile Justice
5959 Department, including one member who has experience with juvenile
6060 probation.
6161 (d) The workgroup established under Subsection (c) shall
6262 report its recommendations to the legislature not later than
6363 September 1, 2016.
6464 (e) This subsection and Subsections (c) and (d) expire
6565 September 1, 2016.
6666 SECTION 2. This Act takes effect immediately if it receives
6767 a vote of two-thirds of all the members elected to each house, as
6868 provided by Section 39, Article III, Texas Constitution. If this
6969 Act does not receive the vote necessary for immediate effect, this
7070 Act takes effect September 1, 2015.
