| 7 | 7 | | relating to the appointment of certain representatives to certain |

| 8 | 8 | | regional water planning groups. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 16.053(c), Water Code, is amended to |
|---|
| 11 | 11 | | read as follows: |
|---|
| 12 | 12 | | (c) No later than 60 days after the designation of the |
|---|
| 13 | 13 | | regions under Subsection (b), the board shall designate |
|---|
| 14 | 14 | | representatives within each regional water planning area to serve |
|---|
| 15 | 15 | | as the initial coordinating body for planning. The initial |
|---|
| 16 | 16 | | coordinating body may then designate additional representatives to |
|---|
| 17 | 17 | | serve on the regional water planning group. The initial |
|---|
| 18 | 18 | | coordinating body shall designate additional representatives if |
|---|
| 19 | 19 | | necessary to ensure adequate representation from the interests |
|---|
| 20 | 20 | | comprising that region, including the public, counties, |
|---|
| 21 | 21 | | municipalities, industries, agricultural interests, environmental |
|---|
| 22 | 22 | | interests, small businesses, electric generating utilities, river |
|---|
| 23 | 23 | | authorities, water districts, and water utilities. The regional |
|---|
| 24 | 24 | | water planning group shall maintain adequate representation from |
|---|
| 25 | 25 | | those interests. In addition, the groundwater conservation |
|---|
| 26 | 26 | | districts located in each management area, as defined by Section |
|---|
| 27 | 27 | | 36.001, located in the regional water planning area shall appoint |
|---|
| 28 | 28 | | one representative of a groundwater conservation district located |
|---|
| 29 | 29 | | in the management area and in the regional water planning area to |
|---|
| 30 | 30 | | serve on the regional water planning group. In addition, the |
|---|
| 31 | 31 | | commissioners court of each county located in Regional Water |
|---|
| 32 | 32 | | Planning Area D, as the area's boundaries existed on September 1, |
|---|
| 33 | 33 | | 2015, may appoint one representative of the county to the regional |
|---|
| 34 | 34 | | water planning group in that area. In addition, representatives of |
|---|
| 35 | 35 | | the board, the Parks and Wildlife Department, and the Department of |
|---|
| 36 | 36 | | Agriculture shall serve as ex officio members of each regional |
|---|
| 37 | 37 | | water planning group. |
|---|
| 38 | 38 | | SECTION 2. This Act takes effect September 1, 2015. |
