 A BILL TO BE ENTITLED
 AN ACT
 relating to the transportation of unsecured objects by a vehicle;
 creating an offense.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  The heading to Chapter 725, Transportation Code,
 is amended to read as follows:
 CHAPTER 725. TRANSPORTATION OF LOOSE MATERIALS OR UNSECURED
 OBJECTS
 SECTION 2.  Section 725.003(a), Transportation Code, is
 amended to read as follows:
 (a)  A person or the person's agent or employee may not
 transport loose material or unsecured objects in violation of this
 chapter.
 SECTION 3.  The heading to Subchapter B, Chapter 725,
 Transportation Code, is amended to read as follows:
 SUBCHAPTER B. [REQUIREMENTS FOR] TRANSPORTING LOOSE MATERIALS OR
 UNSECURED OBJECTS
 SECTION 4.  The heading to Section 725.021, Transportation
 Code, is amended to read as follows:
 Sec. 725.021.  CONTAINING LOOSE MATERIALS OR UNSECURED
 OBJECTS.
 SECTION 5.  Section 725.021, Transportation Code, is amended
 by amending Subsection (a) and adding Subsection (f) to read as
 follows:
 (a)  A vehicle subject to this chapter shall be equipped and
 maintained as required by this section to prevent loose material or
 unsecured objects from escaping by movement, blowing, or spilling.
 (f)  An object, including a ladder, mattress, cooler, or box,
 that can, if unsecured, be blown or fall from a vehicle because of
 movement or exposure to air, wind currents, or other weather must be
 firmly tied down or otherwise secured to prevent the object from
 blowing or falling from the vehicle.
 SECTION 6.  This Act takes effect September 1, 2015.
