LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION May 7, 2015 TO: Honorable Robert Nichols, Chair, Senate Committee on Transportation FROM: Ursula Parks, Director, Legislative Budget Board IN RE:HB1394 by Burns (Relating to the composition, governance, and authority of a regional tollway authority that has or proposes to have projects located in counties that are not part of the authority.), As Engrossed No fiscal implication to the State is anticipated. The bill would amend the Transportation Code to specify that a county that is not part of the regional tollway authority becomes part of the authority on a date determined by the authority by certain recorded toll collections or by the population of the county. At the time an authority enters into a primary construction contract in a county that is not part of the authority, the authority would be required to create an advisory committee to advise the board on matters related to the projects in the county. The bill provides requirements of the advisory committee members. Local Government Impact No significant fiscal implication to units of local government is anticipated.
