66 AN ACT
77 relating to driver's licenses and personal identification
88 certificates issued to veterans; reducing certain fees.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 521, Transportation Code,
1111 is amended by adding Section 521.010 to read as follows:
1212 Sec. 521.010. SERVICES INFORMATION FOR VETERANS. The
1313 department and the Texas Veterans Commission shall jointly develop
1414 for veterans who receive a driver's license or personal
1515 identification certificate with a veteran's designation a one-page
1616 informational paper about veterans services provided by this state.
1717 SECTION 2. Section 521.102, Transportation Code, is amended
1818 by adding Subsection (c) to read as follows:
1919 (c) The department shall provide to the recipient of a
2020 personal identification certificate with a veteran's designation
2121 the informational paper described by Section 521.010 at the time
2222 the certificate is issued.
2323 SECTION 3. Section 521.1235, Transportation Code, is
2424 amended by adding Subsection (c) to read as follows:
2525 (c) The department shall provide to the recipient of a
2626 driver's license with a veteran's designation the informational
2727 paper described by Section 521.010 at the time the license is
2828 issued.
2929 SECTION 4. Subchapter R, Chapter 521, Transportation Code,
3030 is amended by adding Section 521.4261 to read as follows:
3131 Sec. 521.4261. REDUCED FEES FOR VETERANS. (a) Except as
3232 provided by Subsection (c) and Section 521.426, the fee for the
3333 issuance of a personal identification certificate or driver's
3434 license for a person who qualifies for a veteran's designation
3535 under Section 521.102 or 521.1235 is half the amount of the fee that
3636 would otherwise apply under this chapter.
3737 (b) The department shall adopt rules relating to the proof
3838 of entitlement to a fee reduction under this section.
3939 (c) Subsection (a) does not apply to a person subject to the
4040 registration requirements of Chapter 62, Code of Criminal
4141 Procedure.
4242 SECTION 5. Section 521.4261, Transportation Code, as added
4343 by this Act, applies only to a driver's license or personal
4444 identification certificate for which an application was submitted
4545 on or after the effective date of this Act. A driver's license or
4646 personal identification certificate for which an application was
4747 submitted before the effective date of this Act is governed by the
4848 law in effect when the application was submitted, and the former law
4949 is continued in effect for that purpose.
5050 SECTION 6. This Act takes effect September 1, 2015.
