| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 521, Transportation Code, |
|---|
| 11 | 11 | | is amended by adding Section 521.010 to read as follows: |
|---|
| 12 | 12 | | Sec. 521.010. SERVICES INFORMATION FOR VETERANS. The |
|---|
| 13 | 13 | | department and the Texas Veterans Commission shall jointly develop |
|---|
| 14 | 14 | | for veterans who receive a driver's license or personal |
|---|
| 15 | 15 | | identification certificate with a veteran's designation a one-page |
|---|
| 16 | 16 | | informational paper about veterans services provided by this state. |
|---|
| 17 | 17 | | SECTION 2. Section 521.102, Transportation Code, is amended |
|---|
| 18 | 18 | | by adding Subsection (c) to read as follows: |
|---|
| 19 | 19 | | (c) The department shall provide to the recipient of a |
|---|
| 20 | 20 | | personal identification certificate with a veteran's designation |
|---|
| 21 | 21 | | the informational paper described by Section 521.010 at the time |
|---|
| 22 | 22 | | the certificate is issued. |
|---|
| 23 | 23 | | SECTION 3. Section 521.1235, Transportation Code, is |
|---|
| 24 | 24 | | amended by adding Subsection (c) to read as follows: |
|---|
| 25 | 25 | | (c) The department shall provide to the recipient of a |
|---|
| 26 | 26 | | driver's license with a veteran's designation the informational |
|---|
| 27 | 27 | | paper described by Section 521.010 at the time the license is |
|---|
| 28 | 28 | | issued. |

| 29 | 29 | | SECTION 4. Subchapter R, Chapter 521, Transportation Code, |
|---|
| 30 | 30 | | is amended by adding Section 521.4261 to read as follows: |
|---|
| 31 | 31 | | Sec. 521.4261. REDUCED FEES FOR VETERANS. (a) Except as |
|---|
| 32 | 32 | | provided by Subsection (c) and Section 521.426, the fee for the |
|---|
| 33 | 33 | | issuance of a personal identification certificate or driver's |
|---|
| 34 | 34 | | license for a person who qualifies for a veteran's designation |
|---|
| 35 | 35 | | under Section 521.102 or 521.1235 is half the amount of the fee that |
|---|
| 36 | 36 | | would otherwise apply under this chapter. |
|---|
| 37 | 37 | | (b) The department shall adopt rules relating to the proof |
|---|
| 38 | 38 | | of entitlement to a fee reduction under this section. |
|---|
| 39 | 39 | | (c) Subsection (a) does not apply to a person subject to the |
|---|
| 40 | 40 | | registration requirements of Chapter 62, Code of Criminal |
|---|
| 41 | 41 | | Procedure. |
|---|
| 42 | 42 | | SECTION 5. Section 521.4261, Transportation Code, as added |
|---|
| 43 | 43 | | by this Act, applies only to a driver's license or personal |
|---|
| 44 | 44 | | identification certificate for which an application was submitted |
|---|
| 45 | 45 | | on or after the effective date of this Act. A driver's license or |
|---|
| 46 | 46 | | personal identification certificate for which an application was |
|---|
| 47 | 47 | | submitted before the effective date of this Act is governed by the |
|---|
| 48 | 48 | | law in effect when the application was submitted, and the former law |
|---|
| 49 | 49 | | is continued in effect for that purpose. |
|---|
| 50 | 50 | | SECTION 6. This Act takes effect September 1, 2015. |
