| 12 | 6 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 7 | | SECTION 1. Sections 403.039(a) and (b), Government Code, |
|---|
| 14 | 8 | | are amended to read as follows: |
|---|
| 15 | 9 | | (a) The comptroller shall assign a Texas Identification |
|---|
| 16 | 10 | | Number[, based on the comptroller's taxpayer identification number |
|---|
| 17 | 11 | | system,] to each person[, other than a state employee,] who |
|---|
| 18 | 12 | | supplies property or services to the state for compensation or |
|---|
| 19 | 13 | | reimbursement. |
|---|
| 20 | 14 | | (b) The Texas Identification Number system shall be used by |
|---|
| 21 | 15 | | each state agency as the primary identification system for |
|---|
| 22 | 16 | | persons[, other than state employees,] who supply property or |
|---|
| 23 | 17 | | services to the agency for compensation or reimbursement. The |
|---|
| 24 | 18 | | agency may assign secondary numbers if the secondary numbering |
|---|
| 25 | 19 | | system does not unnecessarily create duplication of data bases, |
|---|
| 26 | 20 | | efforts, or costs. |

| 27 | 21 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 28 | 22 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 29 | 23 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 30 | 24 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 31 | 25 | | Act takes effect September 1, 2015. |
