| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Subchapter B, Chapter 403, Government Code, is |
|---|
| 10 | 10 | | amended by adding Section 403.03056 to read as follows: |
|---|
| 11 | 11 | | Sec. 403.03056. LOCAL GOVERNMENT OPERATIONS REPORT. (a) In |
|---|
| 12 | 12 | | this section, "local government" means a municipality, county, |
|---|
| 13 | 13 | | school district, hospital district, special-purpose district, or |
|---|
| 14 | 14 | | other political subdivision of this state. |
|---|
| 15 | 15 | | (b) The comptroller shall prepare and deliver to the |
|---|
| 16 | 16 | | governor, the lieutenant governor, and each member of the |
|---|
| 17 | 17 | | legislature a report of local government operations that includes, |
|---|
| 18 | 18 | | for each local government in this state: |
|---|
| 19 | 19 | | (1) a compilation of the local government's financial |
|---|
| 20 | 20 | | data, including: |
|---|
| 21 | 21 | | (A) total revenue in the previous fiscal year; |
|---|
| 22 | 22 | | (B) total expenditures in the previous fiscal |
|---|
| 23 | 23 | | year; |
|---|
| 24 | 24 | | (C) pension liability, if applicable; |
|---|
| 25 | 25 | | (D) tax-supported debt; |
|---|
| 26 | 26 | | (E) revenue-supported debt; |
|---|
| 27 | 27 | | (F) if the local government is a municipality, |
|---|
| 28 | 28 | | county, or school district, debt per capita; |
|---|
| 29 | 29 | | (G) lease-purchase obligations; and |
|---|
| 30 | 30 | | (H) certificates of obligation; |
|---|
| 31 | 31 | | (2) the statutory or constitutional authority for: |
|---|
| 32 | 32 | | (A) establishing the local government; and |
|---|
| 33 | 33 | | (B) the local government's taxing or assessment |
|---|
| 34 | 34 | | authority, as applicable; |
|---|
| 35 | 35 | | (3) the local government's method of governance, |
|---|
| 36 | 36 | | including the method by which the governing body of the local |
|---|
| 37 | 37 | | government is appointed or elected; and |
|---|
| 38 | 38 | | (4) the year and method by which the local government |
|---|
| 39 | 39 | | was established. |
|---|
| 40 | 40 | | (c) Not later than December 31 of each year ending in five |
|---|
| 41 | 41 | | and zero, the comptroller shall: |
|---|
| 42 | 42 | | (1) deliver the report to the governor, the lieutenant |
|---|
| 43 | 43 | | governor, and each member of the legislature; and |
|---|
| 44 | 44 | | (2) post the report on the comptroller's website. |
|---|
| 45 | 45 | | (d) The comptroller may request information related to the |
|---|
| 46 | 46 | | report from a local government, and the local government shall |
|---|
| 47 | 47 | | comply with that request. |
|---|
| 48 | 48 | | (e) Notwithstanding Subsection (c), the comptroller: |
|---|
| 49 | 49 | | (1) shall prepare, deliver, and post the initial |
|---|
| 50 | 50 | | report not later than December 31, 2019; and |
|---|
| 51 | 51 | | (2) is not required to prepare, deliver, or post a |
|---|
| 52 | 52 | | report in 2020. |
|---|
| 53 | 53 | | (f) This subsection and Subsection (e) expire August 31, |
|---|
| 54 | 54 | | 2023. |
|---|
| 55 | 55 | | SECTION 2. This Act takes effect September 1, 2015. |
