| 8 | 8 | | Capitol Complex. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 411.062, Government Code, is amended by |
|---|
| 11 | 11 | | adding Subsection (h) to read as follows: |
|---|
| 12 | 12 | | (h) In implementing rules adopted under Subsection (d) and |
|---|
| 13 | 13 | | in imposing measures under Subsection (g), the department shall |
|---|
| 14 | 14 | | develop written policies and procedures relating to the safety and |
|---|
| 15 | 15 | | security of individuals and to the access to and protection of the |
|---|
| 16 | 16 | | grounds and property in the Capitol Complex to ensure that the |
|---|
| 17 | 17 | | policies and procedures are applied consistently and equally to all |
|---|
| 18 | 18 | | individuals in the Capitol Complex. The department may not |
|---|
| 19 | 19 | | implement the policies and procedures, or any modification to the |
|---|
| 20 | 20 | | policies and procedures, until the department electronically or |
|---|
| 21 | 21 | | physically distributes the policies and procedures to: |
|---|
| 22 | 22 | | (1) all department personnel assigned to the Capitol |
|---|
| 23 | 23 | | Complex; and |
|---|
| 24 | 24 | | (2) all state officers and employees whose assigned |
|---|
| 25 | 25 | | place of employment is in the Capitol Complex. |
|---|
| 26 | 26 | | SECTION 2. (a) Not later than December 1, 2015, the |
|---|
| 27 | 27 | | Department of Public Safety shall develop and distribute the |
|---|
| 28 | 28 | | written policies and procedures as required by Section 411.062(h), |
|---|
| 29 | 29 | | Government Code, as added by this Act. |
|---|
| 30 | 30 | | (b) Section 411.062(h), Government Code, as added by this |
|---|
| 31 | 31 | | Act, does not prohibit the department from continuing to enforce |
|---|
| 32 | 32 | | policies and procedures that were in effect on the effective date of |
|---|
| 33 | 33 | | this Act until the time those policies and procedures or their |
|---|
| 34 | 34 | | modifications are distributed, as required by Section 411.062(h), |
|---|
| 35 | 35 | | Government Code, as added by this Act, and Subsection (a) of this |
|---|
| 36 | 36 | | section. |
|---|
| 37 | 37 | | SECTION 3. This Act takes effect September 1, 2015. |
