| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Chapter 322, Government Code, is amended by |
|---|
| 13 | 13 | | adding Section 322.0083 to read as follows: |
|---|
| 14 | 14 | | Sec. 322.0083. CERTAIN BUDGET COMPARISONS. (a) This |
|---|
| 15 | 15 | | section applies only to a biennial fiscal size-up report, or a |
|---|
| 16 | 16 | | comparable successor report if the board ceases preparing a fiscal |
|---|
| 17 | 17 | | size-up report, prepared by the board that compares appropriations |
|---|
| 18 | 18 | | made for one state fiscal biennium or year with the appropriations |
|---|
| 19 | 19 | | made for one or more other state fiscal bienniums or years. |
|---|
| 20 | 20 | | (b) The board in a report to which this section applies |
|---|
| 21 | 21 | | shall ensure that a consistent accounting methodology is used for |
|---|
| 22 | 22 | | purposes of the report by adjusting the reported amount of |
|---|
| 23 | 23 | | appropriations made by the legislature to a state agency or |
|---|
| 24 | 24 | | institution as necessary so that the appropriations made for each |
|---|
| 25 | 25 | | of the state fiscal bienniums or years being compared reflect the |
|---|
| 26 | 26 | | approved accounting methodology for the latest of the state fiscal |
|---|
| 27 | 27 | | bienniums or years being compared. |
|---|
| 28 | 28 | | SECTION 2. This Act takes effect September 1, 2015. |
