| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 411.2032, Government Code, is |
|---|
| 13 | 13 | | transferred to Subchapter Z, Chapter 51, Education Code, |
|---|
| 14 | 14 | | redesignated as Section 51.979, Education Code, and amended to read |
|---|
| 15 | 15 | | as follows: |
|---|
| 16 | 16 | | Sec. 51.979 [411.2032]. TRANSPORTATION AND STORAGE OF |
|---|
| 17 | 17 | | FIREARMS AND AMMUNITION [BY LICENSE HOLDERS] IN PRIVATE VEHICLES ON |
|---|
| 18 | 18 | | CERTAIN CAMPUSES. (a) For purposes of this section: |
|---|
| 19 | 19 | | (1) "Campus" means all land and buildings owned or |
|---|
| 20 | 20 | | leased by an institution of higher education or private or |
|---|
| 21 | 21 | | independent institution of higher education. |
|---|
| 22 | 22 | | (2) "Institution of higher education" and "private or |
|---|
| 23 | 23 | | independent institution of higher education" have the meanings |
|---|
| 24 | 24 | | assigned by Section 61.003[, Education Code]. |
|---|
| 25 | 25 | | (b) An institution of higher education or private or |
|---|
| 26 | 26 | | independent institution of higher education in this state may not |
|---|
| 27 | 27 | | adopt or enforce any rule, regulation, or other provision or take |
|---|
| 28 | 28 | | any other action, including posting notice under Section 30.06, |
|---|
| 29 | 29 | | Penal Code, prohibiting or placing restrictions on the storage or |
|---|
| 30 | 30 | | transportation of a firearm or ammunition in a locked, privately |
|---|
| 31 | 31 | | owned or leased motor vehicle by a person, including a student |
|---|
| 32 | 32 | | enrolled at that institution, who [holds a license to carry a |
|---|
| 33 | 33 | | concealed handgun under this subchapter and] lawfully possesses the |
|---|
| 34 | 34 | | firearm or ammunition: |
|---|
| 35 | 35 | | (1) on a street or driveway located on the campus of |
|---|
| 36 | 36 | | the institution; or |
|---|
| 37 | 37 | | (2) in a parking lot, parking garage, or other parking |
|---|
| 38 | 38 | | area located on the campus of the institution. |
|---|
| 39 | 39 | | SECTION 2. This Act takes effect September 1, 2015. |
