| 8 | 8 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 9 | 9 | SECTION 1. Subchapter C, Chapter 7, Education Code, is | |
| 10 | 10 | amended by adding Section 7.0551 to read as follows: | |
| 11 | 11 | Sec. 7.0551. DISTRIBUTION OF STATE REVENUE FOR PUBLIC | |
| 12 | 12 | EDUCATION. The commissioner shall adopt rules providing for the | |
| 13 | 13 | distribution of state revenue for the maintenance and operation of | |
| 14 | 14 | public schools. For purposes of this section, "state revenue" | |
| 15 | 15 | means state financial assistance formerly distributed under | |
| 16 | 16 | Chapter 42, as it existed on January 1, 2015. | |
| 17 | 17 | SECTION 2. Chapters 41 and 42, Education Code, are | |
| 18 | 18 | repealed. | |
| 19 | 19 | SECTION 3. (a) Except as provided by Subsection (b) of this | |
| 20 | 20 | section: | |
| 21 | 21 | (1) this Act takes effect immediately if it receives a | |
| 22 | 22 | vote of two-thirds of all the members elected to each house, as | |
| 23 | 23 | provided by Section 39, Article III, Texas Constitution; and | |
| 24 | 24 | (2) if this Act does not receive the vote necessary for | |
| 25 | 25 | immediate effect, this Act takes effect September 1, 2015. | |
| 26 | 26 | (b) The repeal of Chapters 41 and 42, Education Code, by | |
| 27 | 27 | this Act takes effect September 1, 2015. |
