55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to authorizing the issuance of revenue bonds to fund an
88 interprofessional health education center at The University of
99 Texas Medical Branch at Galveston.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter B, Chapter 55, Education Code, is
1212 amended by adding Section 55.17822 to read as follows:
1313 Sec. 55.17822. THE UNIVERSITY OF TEXAS SYSTEM; ADDITIONAL
1414 BONDS. (a) In addition to the other authority granted by this
1515 subchapter, the board of regents of The University of Texas System
1616 may acquire, purchase, construct, improve, renovate, enlarge, or
1717 equip facilities, including roads and related infrastructure, for
1818 an interprofessional health education center at The University of
1919 Texas Medical Branch at Galveston to be financed through the
2020 issuance of bonds in accordance with this subchapter, including
2121 bonds issued in accordance with a systemwide revenue financing
2222 program and secured as provided by that program, in an aggregate
2323 principal amount not to exceed $67.8 million.
2424 (b) The board may pledge irrevocably to the payment of bonds
2525 authorized by this section all or any part of the revenue funds of
2626 an institution, branch, or entity of The University of Texas
2727 System, including student tuition charges. The amount of a pledge
2828 made under this subsection may not be reduced or abrogated while the
2929 bonds for which the pledge is made, or bonds issued to refund those
3030 bonds, are outstanding.
3131 (c) If sufficient funds are not available to the board to
3232 meet its obligations under this section, the board may transfer
3333 funds among institutions, branches, and entities of The University
3434 of Texas System to ensure the most equitable and efficient
3535 allocation of available resources for each institution, branch, or
3636 entity to carry out its duties and purposes.
3737 (d) Any portion of the proceeds of bonds authorized by this
3838 section that is not required for the specific project for which the
3939 bonds are authorized may be used to renovate existing structures
4040 and facilities at The University of Texas Medical Branch at
4141 Galveston.
4242 SECTION 2. This Act takes effect immediately if it receives
4343 a vote of two-thirds of all the members elected to each house, as
4444 provided by Section 39, Article III, Texas Constitution. If this
4545 Act does not receive the vote necessary for immediate effect, this
4646 Act takes effect September 1, 2015.
