55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a report by the comptroller on wage theft.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. REPORT ON WAGE THEFT. (a) The comptroller of
1010 public accounts, in cooperation with the Texas Workforce
1111 Commission, shall prepare a report on wage theft by employers in
1212 this state.
1313 (b) The report must include:
1414 (1) information regarding the demographic groups and
1515 industries most affected by wage theft;
1616 (2) an analysis of the economic impact of wage theft on
1717 employees and its effect on competition within an industry; and
1818 (3) an analysis, prepared by the Texas Workforce
1919 Commission, of:
2020 (A) remedies available to victims of wage theft
2121 under state and federal law;
2222 (B) procedural difficulties in pursuing a remedy
2323 under state or federal law; and
2424 (C) recommendations for legislation to address
2525 the difficulties described by Paragraph (B).
2626 (c) Not later than December 1, 2016, the comptroller shall
2727 provide a copy of the report to:
2828 (1) the governor;
2929 (2) the lieutenant governor;
3030 (3) the speaker of the house of representatives; and
3131 (4) each standing committee of the senate and house of
3232 representatives having primary jurisdiction over matters relating
3333 to labor and employment.
3434 SECTION 2. EXPIRATION. This Act expires June 1, 2017.
3535 SECTION 3. EFFECTIVE DATE. This Act takes effect September
3636 1, 2015.
