66 AN ACT
77 relating to requests for a list of annual vote-by-mail voters.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 86.014, Election Code, is amended by
1010 adding Subsections (c) and (d) to read as follows:
1111 (c) The early voting clerk shall, on written request,
1212 provide a list of all voters:
1313 (1) whom the early voting clerk provided with a ballot
1414 to be voted by mail in the most recent election; and
1515 (2) to whom the early voting clerk is required, as of
1616 the date of the request, to send a ballot to be voted by mail in the
1717 next election because those voters are eligible to receive mail
1818 ballots for more than one election under Section 86.0015.
1919 (d) With respect to a particular election, a person may make
2020 a request under Subsection (c):
2121 (1) not earlier than the date the final canvass of the
2222 general election is completed, or if there is a runoff in the
2323 election, the date the final canvass of the runoff election is
2424 completed; and
2525 (2) not later than the 60th day before the next
2626 election occurring in the territory served by the early voting
2727 clerk.
2828 SECTION 2. This Act takes effect immediately if it receives
2929 a vote of two-thirds of all the members elected to each house, as
3030 provided by Section 39, Article III, Texas Constitution. If this
3131 Act does not receive the vote necessary for immediate effect, this
3232 Act takes effect September 1, 2015.
