| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 86.014, Election Code, is amended by |
|---|
| 10 | 10 | | adding Subsections (c) and (d) to read as follows: |
|---|
| 11 | 11 | | (c) The early voting clerk shall, on written request, |
|---|
| 12 | 12 | | provide a list of all voters: |
|---|
| 13 | 13 | | (1) whom the early voting clerk provided with a ballot |
|---|
| 14 | 14 | | to be voted by mail in the most recent election; and |
|---|
| 15 | 15 | | (2) to whom the early voting clerk is required, as of |
|---|
| 16 | 16 | | the date of the request, to send a ballot to be voted by mail in the |
|---|
| 17 | 17 | | next election because those voters are eligible to receive mail |
|---|
| 18 | 18 | | ballots for more than one election under Section 86.0015. |
|---|
| 19 | 19 | | (d) With respect to a particular election, a person may make |
|---|
| 20 | 20 | | a request under Subsection (c): |
|---|
| 21 | 21 | | (1) not earlier than the date the final canvass of the |
|---|
| 22 | 22 | | general election is completed, or if there is a runoff in the |
|---|
| 23 | 23 | | election, the date the final canvass of the runoff election is |
|---|
| 24 | 24 | | completed; and |
|---|
| 25 | 25 | | (2) not later than the 60th day before the next |
|---|
| 26 | 26 | | election occurring in the territory served by the early voting |
|---|
| 27 | 27 | | clerk. |
|---|
| 28 | 28 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 29 | 29 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 30 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 31 | 31 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 32 | 32 | | Act takes effect September 1, 2015. |
