| 8 | 8 | | implementation of dating violence awareness and education programs |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 37.0831, Education Code, is amended by |
|---|
| 12 | 12 | | adding Subsections (c), (d), (e), and (f) to read as follows: |
|---|
| 13 | 13 | | (c) The commissioner shall establish a workgroup to make |
|---|
| 14 | 14 | | recommendations related to ensuring and improving implementation |
|---|
| 15 | 15 | | of the dating violence policy required under Subsection (a) in |
|---|
| 16 | 16 | | public schools. The workgroup must be composed of: |
|---|
| 17 | 17 | | (1) one member from the agency; |
|---|
| 18 | 18 | | (2) one member from the Texas State Teachers |
|---|
| 19 | 19 | | Association; |
|---|
| 20 | 20 | | (3) one member from the Texas American Federation of |
|---|
| 21 | 21 | | Teachers; |
|---|
| 22 | 22 | | (4) one member from the Association of Texas |
|---|
| 23 | 23 | | Professional Educators; |
|---|
| 24 | 24 | | (5) one member from the Texas Association of School |
|---|
| 25 | 25 | | Boards; |
|---|
| 26 | 26 | | (6) one member from the Texas Association of School |
|---|
| 27 | 27 | | Administrators; |
|---|
| 28 | 28 | | (7) one member from the Texas School Counselor |
|---|
| 29 | 29 | | Association; |
|---|
| 30 | 30 | | (8) one member from the Texas Association of Secondary |
|---|
| 31 | 31 | | School Principals; |
|---|
| 32 | 32 | | (9) one member from the Texas School Nurses |

| 42 | 42 | | (14) one member from a statewide family violence |
|---|
| 43 | 43 | | advocacy organization; |
|---|
| 44 | 44 | | (15) one member from a statewide sexual assault |
|---|
| 45 | 45 | | advocacy organization; |
|---|
| 46 | 46 | | (16) one member from a statewide advocacy organization |
|---|
| 47 | 47 | | that serves teenage victims of dating violence; |
|---|
| 48 | 48 | | (17) one member from the intake division or the |
|---|
| 49 | 49 | | investigation division of the Department of Family and Protective |
|---|
| 50 | 50 | | Services; |
|---|
| 51 | 51 | | (18) one member from the Parenting and Paternity |
|---|
| 52 | 52 | | Awareness program in the office of the attorney general; |
|---|
| 53 | 53 | | (19) one member from the family violence program in |
|---|
| 54 | 54 | | the Health and Human Services Commission; |
|---|
| 55 | 55 | | (20) two members from the Texas Juvenile Justice |
|---|
| 56 | 56 | | Department, including one member who has experience with juvenile |
|---|
| 57 | 57 | | probation; and |
|---|
| 58 | 58 | | (21) one member who is affiliated with a university in |
|---|
| 59 | 59 | | the state and has expertise in research on dating violence. |
|---|
| 60 | 60 | | (d) The workgroup shall: |
|---|
| 61 | 61 | | (1) recommend specific methods of implementing |
|---|
| 62 | 62 | | training for educators and school administrators under the policy |
|---|
| 63 | 63 | | required by Subsection (a); |
|---|
| 64 | 64 | | (2) recommend specific methods of implementing |
|---|
| 65 | 65 | | awareness education for parents and students under the policy |
|---|
| 66 | 66 | | required by Subsection (a); |
|---|
| 67 | 67 | | (3) recommend improvements to the policy required by |
|---|
| 68 | 68 | | Subsection (a); |
|---|
| 69 | 69 | | (4) propose amendments to Section 11.252 that would |
|---|
| 70 | 70 | | incorporate into district-level planning and decision making the |
|---|
| 71 | 71 | | policy required by Subsection (a); |
|---|
| 72 | 72 | | (5) examine the intersection between juvenile justice |
|---|
| 73 | 73 | | and youth dating violence; |
|---|
| 74 | 74 | | (6) develop strategies for enhancing the safety and |
|---|
| 75 | 75 | | security of school campuses in the context of dating violence; and |
|---|
| 76 | 76 | | (7) develop specific approaches for the |
|---|
| 77 | 77 | | implementation of dating violence training and awareness education |
|---|
| 78 | 78 | | in middle schools. |
|---|
| 79 | 79 | | (e) The workgroup established under Subsection (c) shall |
|---|
| 80 | 80 | | report its recommendations to the legislature not later than |
|---|
| 81 | 81 | | September 1, 2016. |
|---|
| 82 | 82 | | (f) This subsection and Subsections (c), (d), and (e) expire |
|---|
| 83 | 83 | | September 1, 2016. |
|---|
| 84 | 84 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 85 | 85 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 86 | 86 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 87 | 87 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 88 | 88 | | Act takes effect September 1, 2015. |
