55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the establishment of a workgroup to examine the
88 implementation of dating violence awareness and education programs
99 in public schools.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 37.0831, Education Code, is amended by
1212 adding Subsections (c), (d), (e), and (f) to read as follows:
1313 (c) The commissioner shall establish a workgroup to make
1414 recommendations related to ensuring and improving implementation
1515 of the dating violence policy required under Subsection (a) in
1616 public schools. The workgroup must be composed of:
1717 (1) one member from the agency;
1818 (2) one member from the Texas State Teachers
1919 Association;
2020 (3) one member from the Texas American Federation of
2121 Teachers;
2222 (4) one member from the Association of Texas
2323 Professional Educators;
2424 (5) one member from the Texas Association of School
2525 Boards;
2626 (6) one member from the Texas Association of School
2727 Administrators;
2828 (7) one member from the Texas School Counselor
2929 Association;
3030 (8) one member from the Texas Association of Secondary
3131 School Principals;
3232 (9) one member from the Texas School Nurses
3333 Organization;
3434 (10) one member from the Texas School Safety Center;
3535 (11) one member from the Texas High School Coaches
3636 Association;
3737 (12) three campus safety officers;
3838 (13) four members from family violence centers, as
3939 defined by Section 51.002, Human Resources Code, from different
4040 geographic regions in this state, including both rural and urban
4141 areas;
4242 (14) one member from a statewide family violence
4343 advocacy organization;
4444 (15) one member from a statewide sexual assault
4545 advocacy organization;
4646 (16) one member from a statewide advocacy organization
4747 that serves teenage victims of dating violence;
4848 (17) one member from the intake division or the
4949 investigation division of the Department of Family and Protective
5050 Services;
5151 (18) one member from the Parenting and Paternity
5252 Awareness program in the office of the attorney general;
5353 (19) one member from the family violence program in
5454 the Health and Human Services Commission;
5555 (20) two members from the Texas Juvenile Justice
5656 Department, including one member who has experience with juvenile
5757 probation; and
5858 (21) one member who is affiliated with a university in
5959 the state and has expertise in research on dating violence.
6060 (d) The workgroup shall:
6161 (1) recommend specific methods of implementing
6262 training for educators and school administrators under the policy
6363 required by Subsection (a);
6464 (2) recommend specific methods of implementing
6565 awareness education for parents and students under the policy
6666 required by Subsection (a);
6767 (3) recommend improvements to the policy required by
6868 Subsection (a);
6969 (4) propose amendments to Section 11.252 that would
7070 incorporate into district-level planning and decision making the
7171 policy required by Subsection (a);
7272 (5) examine the intersection between juvenile justice
7373 and youth dating violence;
7474 (6) develop strategies for enhancing the safety and
7575 security of school campuses in the context of dating violence; and
7676 (7) develop specific approaches for the
7777 implementation of dating violence training and awareness education
7878 in middle schools.
7979 (e) The workgroup established under Subsection (c) shall
8080 report its recommendations to the legislature not later than
8181 September 1, 2016.
8282 (f) This subsection and Subsections (c), (d), and (e) expire
8383 September 1, 2016.
8484 SECTION 2. This Act takes effect immediately if it receives
8585 a vote of two-thirds of all the members elected to each house, as
8686 provided by Section 39, Article III, Texas Constitution. If this
8787 Act does not receive the vote necessary for immediate effect, this
8888 Act takes effect September 1, 2015.
