| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter B, Chapter 39, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 39.041 to read as follows: |
|---|
| 12 | 12 | | Sec. 39.041. ALTERNATIVE ASSESSMENT INSTRUMENTS. The |
|---|
| 13 | 13 | | commissioner by rule shall adopt procedures to include the |
|---|
| 14 | 14 | | following assessment instruments as additional alternative |
|---|
| 15 | 15 | | assessment instruments that may be used to evaluate student |
|---|
| 16 | 16 | | achievement for purposes of complying with accountability |
|---|
| 17 | 17 | | requirements under this chapter: |
|---|
| 18 | 18 | | (1) ACT Explore; |
|---|
| 19 | 19 | | (2) Independent School Entrance Exam (ISEE); |
|---|
| 20 | 20 | | (3) Iowa Test of Basic Skills (ITBS); |
|---|
| 21 | 21 | | (4) National Assessment of Educational Progress |
|---|
| 22 | 22 | | (NAEP); |
|---|
| 23 | 23 | | (5) Program for International Student Assessment |
|---|
| 24 | 24 | | (PISA); |
|---|
| 25 | 25 | | (6) Stanford Achievement Test, Ninth and Tenth |
|---|
| 26 | 26 | | Editions (SAT-9 or SAT-10); and |
|---|
| 27 | 27 | | (7) Secondary School Admission Test (SSAT). |
|---|
| 28 | 28 | | SECTION 2. Not later than September 1, 2016, the |
|---|
| 29 | 29 | | commissioner of education shall adopt rules regarding alternative |
|---|
| 30 | 30 | | assessment instruments as required by Section 39.041, Education |
|---|
| 31 | 31 | | Code, as added by this Act. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 33 | 33 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 34 | 34 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 35 | 35 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 36 | 36 | | Act takes effect September 1, 2015. |
