66 AN ACT
77 relating to the authorization of alternative assessment
88 instruments for use under the public school accountability system.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 39, Education Code, is
1111 amended by adding Section 39.041 to read as follows:
1212 Sec. 39.041. ALTERNATIVE ASSESSMENT INSTRUMENTS. The
1313 commissioner by rule shall adopt procedures to include the
1414 following assessment instruments as additional alternative
1515 assessment instruments that may be used to evaluate student
1616 achievement for purposes of complying with accountability
1717 requirements under this chapter:
1818 (1) ACT Explore;
1919 (2) Independent School Entrance Exam (ISEE);
2020 (3) Iowa Test of Basic Skills (ITBS);
2121 (4) National Assessment of Educational Progress
2222 (NAEP);
2323 (5) Program for International Student Assessment
2424 (PISA);
2525 (6) Stanford Achievement Test, Ninth and Tenth
2626 Editions (SAT-9 or SAT-10); and
2727 (7) Secondary School Admission Test (SSAT).
2828 SECTION 2. Not later than September 1, 2016, the
2929 commissioner of education shall adopt rules regarding alternative
3030 assessment instruments as required by Section 39.041, Education
3131 Code, as added by this Act.
3232 SECTION 3. This Act takes effect immediately if it receives
3333 a vote of two-thirds of all the members elected to each house, as
3434 provided by Section 39, Article III, Texas Constitution. If this
3535 Act does not receive the vote necessary for immediate effect, this
3636 Act takes effect September 1, 2015.
