5	5	A BILL TO BE ENTITLED
6	6	AN ACT
7	7	relating to courses or other activities offered by public schools
8	8	for certain industry-recognized credentials or certificates.
9	9	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. Section 28.002, Education Code, is amended by
11	11	adding Subsections (g-3) and (g-4) to read as follows:
12	12	(g-3) A course or other activity offered under Subsection
13	13	(g-1) to obtain an industry-recognized certificate or credential:
14	14	(1) may include training relating to:
15	15	(A) federal occupational safety laws and rules;
16	16	and
17	17	(B) codes and standards adopted by any recognized
18	18	national code organization; and
19	19	(2) may not include a requirement that conflicts with
20	20	state or federal laws relating to the employment of minors.
21	21	(g-4) For purposes of providing instruction or training for
22	22	a course or other activity offered under Subsection (g-1) to obtain
23	23	credit toward a license under Chapter 1301, Occupations Code, or a
24	24	residential wireman license under Chapter 1305, Occupations Code, a
25	25	school district may, as provided by Section 21.055 of this code,
26	26	issue a teaching permit and employ as a teacher a person licensed
27	27	under Chapter 1301 or 1305, Occupations Code, as applicable.
28	28	SECTION 2. Subchapter G, Chapter 1301, Occupations Code, is
29	29	amended by adding Section 1301.3586 to read as follows:
30	30	Sec. 1301.3586. LICENSE ELIGIBILITY REQUIREMENTS FOR
31	31	STUDENTS WITH CERTAIN VOCATIONAL CREDIT. (a) Notwithstanding any
32	32	other law, the board shall credit toward the licensing
33	33	requirements, other than examination requirements, for a license
34	34	issued under this chapter by the board a student's training or
35	35	education in a course or other activity, including an
36	36	apprenticeship or training hours needed to obtain a license under
37	37	this chapter, that is approved as provided by Section 28.002(g-1),
38	38	Education Code, if:
39	39	(1) the board approves the curriculum of the course or
40	40	other activity; and
41	41	(2) the student satisfactorily completes the course or
42	42	other activity.
43	43	(b) The board shall adopt rules necessary to implement this
44	44	section.
45	45	SECTION 3. Subchapter D, Chapter 1305, Occupations Code, is
46	46	amended by adding Section 1305.1646 to read as follows:
47	47	Sec. 1305.1646. LICENSE ELIGIBILITY REQUIREMENTS FOR
48	48	STUDENTS WITH CERTAIN VOCATIONAL CREDIT. (a) Notwithstanding any
49	49	other law, the department shall credit toward the licensing
50	50	requirements, other than examination requirements, for a
51	51	residential wireman license issued under this chapter by the
52	52	department a student's training or education in a course or other
53	53	activity, including an apprenticeship or training hours needed to
54	54	obtain a residential wireman license under this chapter, that is
55	55	approved as provided by Section 28.002(g-1), Education Code, if:
56	56	(1) the executive director on recommendation of the
57	57	advisory board approves the curriculum of the course or other
58	58	activity; and
59	59	(2) the student satisfactorily completes the course or
60	60	other activity.
61	61	(b) The commission shall adopt rules necessary to implement
62	62	this section.
63	63	SECTION 4. This Act takes effect September 1, 2015.
