| 13 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 8 | | SECTION 1. Section 81.0025(e), Local Government Code, is |
|---|
| 15 | 9 | | amended to read as follows: |
|---|
| 16 | 10 | | (e) This section does not apply to a county commissioner |
|---|
| 17 | 11 | | who: |
|---|
| 18 | 12 | | (1) serves in a county with a population of 1.3 million |
|---|
| 19 | 13 | | or more; |
|---|
| 20 | 14 | | (2) meets at least one of the following requirements: |
|---|
| 21 | 15 | | (A) has served continuously for 12 years or more; |
|---|
| 22 | 16 | | or |
|---|
| 23 | 17 | | (B) is an attorney licensed to practice law in |
|---|
| 24 | 18 | | this state for 12 years or more and has completed at least 64 hours |
|---|
| 25 | 19 | | of continuing education approved by the County Judges and |
|---|
| 26 | 20 | | Commissioners Association of Texas; and |
|---|
| 27 | 21 | | (3) attends at least 15 hours of staff briefing on |
|---|
| 28 | 22 | | continuing education subjects in each 12-month period as approved |
|---|
| 29 | 23 | | by the County Judges and Commissioners Association of Texas. |
|---|
| 30 | 24 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 31 | 25 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 32 | 26 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 33 | 27 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 34 | 28 | | Act takes effect September 1, 2015. |
